APPROVED 06/26/2024 TAX INCREMENT FINANCE AUTHORITY MINUTES MAY 22, 2024 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:01 P.M., ON MAY 22, 2024, BY CHAIRMAN GARANT Present: Ball, Garant, Gillies, LaFore, Reindel, Weinert Absent: Yelencich Others: Director Moore, City Clerk McCallister Visitors: Steve Schlehuber (Richmond Youth Football) Motion by Ball, seconded by LaFore, to excuse Authority Member Yelencich from tonight’s meeting due to being out of town. All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Reindel, to approve the minutes from April 24, 2024, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Reindel, seconded by Weinert, to approve the Payroll Expenses for April 10, 2024 through May 16, 2024 in the amount of $7,927.26. All yeas Motion passes Motion by LaFore, seconded by Ball, to approve the Schedule of Bills for April 10, 2024 through May 20, 2024 in the amount of $35,959.81. All yeas Motion passes CORRESPONDENCE Revenue and Expense Report through April, 2024 City Council Minutes for the April 1, 2024 Regular Meeting City Council Minutes for the April 15, 2024 Special Budget Workshop Meeting City Council Minutes for the April 15, 2024 Regular Meeting City Council Minutes for the April 29, 2024 Special Budget Workshop Meeting Received and filed the correspondence as presented. TIFA Mtg: 05/22/2024 Page 1 of 3  APPROVED 06/26/2024 PUBLIC COMMENTS None ADOPTION OF AGENDA Administration provided Authority Members with several picnic table options per their prior request from last month’s meeting. Motion by Reindel, seconded by Ball, to amend the agenda to include Item for Consideration (#2) Picnic Table Discussion. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of Richmond Youth Football Cheer Request – Shed Applicant Steve Schlehuber provided background information about the Richmond Youth Football/Cheer organization and the growth of the program. Ideally they would like to replace the existing shed with either a pre-fab unit or one that can be built with the help of the membership. Currently Northstar Bank has contributed $1K towards this purchase. Discussion: Authority members support the program. They suggested acquiring additional sponsorship to possibly include signage on the new unit. Purchasing locally is ideal but members like the idea of the membership building the shed as it builds camaraderie and encourages teamwork. Motion by Reindel, seconded by Ball, to authorize $7,500 toward the purchase of a new 12x16 shed for the Richmond Youth Football and Cheer Organization with the expense charged to the appropriate line item, Equipment Acquisition, TIFA Fund with the understanding any additional donations acquired toward the purchase of the shed would be reimbursed to the TIFA Fund. All yeas Motion passes 2. Picnic Table Discussion Authority members requested the purchase of new picnic tables for the new parking lot before the end of the fiscal year. Administration provided options for review and asked for feedback. The overall purchase will cost less than $5K. The consensus of the TIFA have allowed Administration to make the executive decision when choosing the color, shape, and model. No further comments were received. CHAIRMAN AND AUTHORITY MEMBERS Ball complimented the progress of the work done on the DPW parking lot. ADJOURNMENT Motion by Reindel, supported by Ball, to adjourn the Tax Increment Finance Authority meeting at 7:31pm.
