All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Reindel, to approve the minutes from June 26, 2024, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by LaFore, seconded by Reindel, to approve the Payroll Expenses for June 14, 2024 through July 11, 2024 in the amount of $5,114.40. All yeas Motion passes Motion by Reindel, seconded by LaFore, to approve the Schedule of Bills for June 18, 2024 through July 15, 2024 in the amount of $28,773.96. PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Reindel, seconded Yelencich, to adopt the agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Approval of the FY2024-25 TIFA Budget This is the first (1st) of two (2) “Public Meetings” required under Public Act 57. The informational meeting notice was posted on the City’s website and Invitations to attend this meeting were sent via email to the Macomb County Clerk, Richmond City Clerk and President of the Macomb Community College. This public meeting allows individuals to pose any questions necessary. These invitations are required to be sent to any agency to which we capture taxes from. Administration discussed many of the ongoing projects:  Phase 2 of the downtown lighting project  Municipal parking lot project (working with DTE regarding moving an existing pole located near Parker/Monroe). If the proposal reflects costs over 5K it will be presented to the Board for consideration.  Social District – Signage has been installed. Three (3) applications have been approved with the anticipation of a fourth applicant. The cups have been ordered.  Farmer’s Market – The newly purchased banners are up. There has been good participation by both the vendors and customers. TIFA Mtg: 07/24/2024 Page 2 of 3  APPROVED 08/28/2024  Interest in potential properties – The City is currently in discussions with the property owner at 69271 Forest Street. This property may be useful to utilize as additional parking in that area. Additionally there have also been discussions with a few other property owners for a potential expansion of the RVFD.  Mini-Mall – New owners have purchased the mini mall. There may be substantial renovations in the near future for a new incoming restaurant. Reindel would like the Board to take the expansion of the RVFD into consideration when considering property purchases. MISCELLANEOUS MATTER FROM THE DIRECTOR The North Macomb Regional Chamber of Commerce 5K race/Taste of Richmond event has been cancelled due to limited race participants. There will be a ribbon cutting event on July 25, 2024 at 5pm for the grand opening of Restore Vitality Naturally. The community garage sale is this weekend. The picnic tables for the social district have been ordered. CHAIRMAN AND AUTHORITY MEMBERS Several chairmen attended the Starr Craft Anniversary event. It was a nice celebration.
