APPROVED 09/25/2024 TAX INCREMENT FINANCE AUTHORITY MINUTES AUGUST 28, 2024 THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO ORDER AT 7:00 P.M., ON AUGUST 28, 2024, BY CHAIRMAN GARANT Present: Garant, Gillies, Reindel, Weinert, Yelencich Absent: Ball (arrival at 7:03pm), LaFore Others: Director Moore, City Clerk McCallister Visitors: None Motion by Reindel, seconded by Weinert, to excuse Authority members Ball and LaFore from tonight’s meeting. All yeas Motion passes APPROVAL OF MINUTES Motion by Weinert, seconded by Yelencich, to approve the minutes from July 24, 2024, as presented. All yeas Motion passes APPROVAL OF BILLS Motion by Reindel, seconded by Yelencich, to approve the Payroll Expenses for July 12, 2024 through August 1, 2024 in the amount of $3,124.89. All yeas Motion passes Motion by Weinert, seconded by Yelencich, to approve the Schedule of Bills for July 16, 2024 through August 19, 2024 in the amount of $28,773.96. All yeas Motion passes TIFA Mtg: 08/28/2024 Page 1 of 4 APPROVED 09/25/2024 CORRESPONDENCE Revenue and Expense Report through July, 2024 City Council Minutes for the July 15, 2024 Regular Meeting City Council Minutes for the July 15, 2024 Quarterly Meeting City Council Minutes for the August 5, 2024 Regular Meeting Received and filed the correspondence as presented. Authority member Ball arrived at 7:03 p.m. PUBLIC COMMENTS None ADOPTION OF AGENDA Motion by Reindel, seconded Weinert, to adopt the agenda as presented. All yeas Motion passes ITEMS FOR CONSIDERATION 1. Consideration of DTE Line Relocation Agreement The resurfacing/improvement project for the Main Municipal Parking Lot requires a proposal to move the pole to the west toward Parker Street in order to re-align the driveway. Discussion: Authority member asked if any price negotiation with DTE were an option. Motion by Reindel, seconded by Yelencich, to approve the proposed Line Relocation Agreement with DTE in the amount of $7,122.15 and authorize the City Manager to sign the contract. All yeas Motion passes TIFA Mtg: 08/28/2024 Page 2 of 4 APPROVED 09/25/2024 2. Consideration of funding property purchase (69271 Forest Street) At the Monday, August 19th, 2024 meeting, City Council approved the purchase of 69271 Forest Street and requested that TIFA consider funding the purchase for the future expansion of the North Forest Municipal Parking Lot. Discussion: Yelencich and Garant are in favor of the purchase and tear down of the existing home, however would like a grassy seating area rather than converting to additional parking at this time. Administration agreed that at this time a tear down and conversion to a grassy seating area is the best option from a financial aspect in the short term. Weinert questioned if capturing fees from local businesses that will utilize the space as an option in the future. No further comments were received. Motion by Yelencich, seconded by Gillies, to approve the purchase of 69271 Forest Street in the amount of $210,000. All yeas Motion passes Motion by Weinert, seconded by Reindel, to amend the TIFA Fund, Capital Improvements, Other Projects – line item (251-900-818.000) from $94,805 to $304,805. All yeas Motion passes MISCELLANEOUS MATTER FROM THE DIRECTOR Three (3) local businesses received approval from the State of Michigan for their Social District licenses which is now in effect. The two (2) concrete picnic tables have been delivered and will be installed at the North Forest Municipal Parking Lot after the Good Old Days Festival. Bike racks will be installed at the Desert Storm Memorial thanks to grant funding that was awarded to the City. TIFA Mtg: 08/28/2024 Page 3 of 4 APPROVED 09/25/2024 CHAIRMAN AND AUTHORITY MEMBERS Yelencich inquired about the status the Christmas decorations. Furthermore, an update regarding the additional lighting for the Phase 2 lighting project was requested. Administration noted that the Gramzow Barber shop has been added to the project and are waiting on Rauhorn to install the lighting. It was also noted that two (2) test covers have been made to protect the GFI units from inclement weather. No further comments were received. ADJOURNMENT Motion by Reindel, supported by Yelencich, to adjourn the Tax Increment Finance Authority meeting at 7:21pm.
