MINUTES
SEPTEMBER 25, 2024
THE MEETING OF THE TAX INCREMENT FINANCE AUTHORITY WAS CALLED TO
ORDER AT 7:01 P.M., ON SEPTEMBER 25, 2024, BY CHAIRMAN GARANT
Present: Garant, Gillies, Reindel, Weinert, Yelencich (arrived at 7:02)
Absent: Ball
Others: Director Moore, City Clerk McCallister
Visitors: None
Motion by Reindel, seconded by LaFore, to excuse Authority Members Ball and
Yelencich from tonight’s meeting.

APPROVAL OF MINUTES
Motion by Weinert, seconded by Reindel, to approve the minutes from August 28,
2024, as presented.
All yeas Motion passes
APPROVAL OF BILLS
Motion by LaFore, seconded by Weinert, to approve the Payroll Expenses for August
2, 2024 through September 19, 2024 in the amount of $11,405.65.
All yeas Motion passes
Motion by Reindel, seconded by Weinert, to approve the Schedule of Bills for August
20, 2024 through September 16, 2024 in the amount of $29,588.68.

ADOPTION OF AGENDA
Motion by Reindel, seconded Weinert, to adopt the agenda as presented.

ITEMS FOR CONSIDERATION
1. Consideration of Adopting 2025 TIFA meeting dates
Discussion of the proposed 2025 meeting dates prompted a correction to the presented
schedule; (March 25 to March 26), and the request to meet on Tuesday, November 25th
rather than Wednesday, November 26th due to the holiday.
Motion by Reindel, seconded by LaFore, to adopt the 2025 TIFA meeting schedule as
amended.

2. Consideration of purchase agreement, Asbestos survey, Demo -69271
Forest Street
MJ Environmental was contacted to provide an estimate for an asbestos survey to
include in the demolition bid documents. TIFA has used MJ Environmental in the past
as they provided the most reasonable proposal in years past.
The site visit will cost $350 and each sample processed is $25. An estimated 15-25
samples are needed, totaling approximately $625.
Administration recommended the demolition of the house, shed and sidewalks, but
suggested leaving the existing driveway, driveway approach and curb cut as it could be
used temporarily until further development of the parcel is conducted.

LaFore agreed with the recommendation.
Reindel inquired about the picnic tables. Administration stated that the areas where the
picnic tables are scheduled to be installed will remain greenspace under the current
conceptual design of a future parking lot expansion. Administration indicated the City
received grant funding for trees that will be planted in the Monroe Street tree lawn.
Weinert asked if RAHGS could tour the home and inquired if the shed is salvageable.
Administration noted that a walk-thru of the property by interested parties is a possibility.
Reindel noted proceeds resulting from any items of interest should be paid to the TIFA.
No further comments were received.
Motion by LaFore, seconded by Weinert, to approve the asbestos survey proposal from
MJ Environment in the amount of $350 for the inspection and $25 per sample for work
at 69271 Forest Street.

3. Year End Review of Façade Program
Administration reviewed how the Façade Program funding was utilized during the year.
There were fifteen (15) projects that were applied for during the year. All grants were
awarded, completed and paid out.
No questions, concerns, or comments were received.
MISCELLANEOUS MATTER FROM THE DIRECTOR
The Splash Pad at Beebe Park is currently being installed; next week the concrete work
followed by electrical installation will be done.
Aud Landscaping bids have been received and will be presented at the next City
Council meeting scheduled for October 7, 2024.
The AC system at City Hall is not working. Quotes are currently being acquired as the
unit will need to be replaced. This item for consideration may be brought back at a later
date. It is likely that all funds will need to contribute in the funding of this replacement.

Weinert reminded members that this Saturday, September 28th will be the RAGHS
annual Cemetery Walk.
City Manager Moore indicated the City received $250K from MDOT to repave Oak and
Priestap.
City Clerk announced that absentee ballots were mailed out today, September 25th, for
the upcoming November 5th Presidential election.
No further comments were received.

Motion by Reindel, supported by Yelencich, to adjourn the Tax Increment Finance
Authority meeting at 7:25 p.m.
