Minutes of Special Meeting The City Council Special Meeting of Monday, February 3, 2020 BE IT KNOWN THAT, a City Council Special Meeting of the Special Meeting of City of Richwood was held Monday, February 3, 2020, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. I. CALL TO ORDER The meeting was called to order at 5:52 p.m. II. ROLL CALL OF COUNCIL MEMBERS Steve Boykin, Mayor Mike Johnson, Position 1 - Absent Melissa Strawn, Position 2 Matthew Yarborough, Position 3 Mark Brown II, Position 4 Katie Johnson, Position 5 - Absent Other present: Lindsay Koskiniemi, Interim City Manager; Kirsten Garcia, City Secretary; Matt Allen, City Attorney; Eric Foerster, City Manager Candidate III. PUBLIC COMMENTS All commends will be subject to the following rules: All speakers will be permitted to speak not longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker. Discussion is not allowed on items no posted on the agenda. There were no public comments. IV. DISCUSSION AND ACTION ITEMS A. Executive Session pursuant to Section 551.074, Government Code, Personnel Matters to deliberate the appointment, employment, evaluation, reassignment, duties, discipline or dismissal of a public officer or employee; or to hear a complaint against an officer or employee: City Manager Council adjourned at 5:53 p.m. B. Action as a result of executive session Council reconvened at 7:50 p.m.  On a motion by Mark Brown II, second by Matt Yarborough, with all present members voting aye, Chris Hartung was authorized to execute an employment agreement with Eric Foerster as presented by the City Attorney. V. COUNCIL MEMBER COMMENTS & REPORTS Mark Brown II congratulated Mr. Foerster on the opportunity presented, Matt Yarborough seconded that sentiment. Mark Brown II also recognized Chief Mayer for working nights and attempting to stop the recent burglaries. He added his appreciation the police department for their hard work also. VI. MAYOR’S REPORT No report. VII.
