Minutes of City Council The City Council Regular Meeting of September 21, 2020 BE IT KNOWN THAT, a City Council Regular Meeting of City of Richwood was held September 21, 2020, beginning at 6:00 PM in the Virtually via GoToMeeting at Richwood City Hall Richwood City Hall, 1800 N. Brazosport Blvd., Richwood, Texas 77531 I. CALL TO ORDER The meeting was called to order at 6:00 p.m. II. ROLL CALL OF COUNCIL MEMBERS Steve Boykin, Mayor: Present Mike Johnson, Position 1: Present Melissa Strawn, Position 2: Present Matthew Yarborough, Position 3: Absent Mark Brown II, Position 4: Present Katie Johnson, Position 5: Present Others in attendance: Kirsten Garcia, City Secretary; Eric Foerster, City Manager; III. PUBLIC COMMENTS There were no public comments. IV. DISCUSSION AND ACTION ITEMS A. Discuss and consider authorizing the Mayor to commit up to $15,000 of the City's Coronavirus Relief Fund (CRF) allocation to Brazosport ISD for the use of bulk purchases for technology for students with limited connectivity to facilitate remote learning activities through the CRF Operation Connectivity Bilk-Purchase Local Match Reimbursement Program for Local Education Agencies, facilitated through the Texas Education Agency. Rodrigo Escalante - 2918 Oakwood Shores Dr - Mr. Escalante asked how much CRF funding did we receive and how much did we request. If we have an excess of what we requested, we need to ethically give the money back and not use it for other uses. Also, the Operation Connectivity is a $200 million dollar allocation from the CARES Act to the TEA, so that is providing even more on top of taxes. There are other schools that Richwood students attend, including private schools, which do not receive public funding. He added that Lake Jackson announced they lost one million dollars in sales 1 tax during the months that business was shut down. He also asked how we know that the funds we donate will be used for schools or students in Richwood. Motion to authorize the Mayor to commit up to $15,000 of the City's Coronavirus Relief Fund (CRF) allocation to Brazosport ISD for the use of bulk purchases for technology for students with limited connectivity to facilitate remote learning activities through the CRF Operation Connectivity Bilk-Purchase Local Match Reimbursement Program for Local Education Agencies, facilitated through the Texas Education Agency. This motion, made by Mike Johnson and seconded by Katie Johnson, Passed. Yea: 3, Nay: 1 Mark Brown II: Nay V. COUNCIL MEMBER COMMENTS & REPORTS Mark Brown II stated that he supports distance learning for the kids and that they have the tools that they need. He just feels like the district is already providing for them, so we should not drain more public funds because the district wants more money. VI. MAYOR’S REPORT Mayor Boykin gave an update regarding Tropical Storm Beta. VII. Brazosport Blvd., Richwood, TX 77531 at the Richwood City Hall in the Council Chambers with the following agenda: SUPPLEMENTAL NOTICE OF MEETING BY TELEPHONE CONFERENCE In accordance with order oft he Office of the Governor issued March 16, 2020, the City Council of Richwood will conduct the meeting scheduled at 6:00 p.m. on Monday, September 21, 2020 in the City Hall Council Chambers, located at 1800 Brazosport Blvd N., in part by telephone conference in order to advance the public health goal of limiting face-to-face meetings (also called "social distancing") to slow the spread of Coronavirus (COVID-19). The meeting agenda and agenda packet are posted online at www.richwoodtx.gov. The public dial-in number to participate in the telephonic meeting is +1 (646) 749-3122 and enter access code 187-331-597. The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting.
