The City Council Regular Meeting of October 12, 2020
BE IT KNOWN THAT, a City Council Regular Meeting of City of Richwood was held October
12, 2020, beginning at 6:00 PM in the Richwood City Hall Richwood City Hall, 1800 N.
Brazosport Blvd., Richwood, Texas 77531
I. CALL TO ORDER
The meeting was called to order at 6:13 p.m.
II. ROLL CALL OF COUNCIL MEMBERS

Danny Massey, Brazosport ISD Superintendent presented.

Motion to approve consent agenda. This motion, made by Mark Brown II and

B. Discuss and consider a resolution amending the authorized representatives under the
investment agreement for TexPool and TexPool Prime to add Finance Director,
Patricia Ditto.
C. Discuss and consider a resolution amending the Fiscal Year 2019-2020 Budget to
transfer FY19 interest revenue between fund balances.
D. Discuss and consider a resolution amending the Fiscal Year 2020-2021 Budget to
transfer budgeted funds from transportation to 2019A Bond Project funds.
VI. DISCUSSION AND ACTION ITEMS
A. Final review and action on replat of lots known as Marquis of Magnolia, to amend
building lines and rename subdivision to Ridgeway at Richwood.

B. Discuss and consider a resolution authorizing the submission of a Community
Development Block Grant - Mitigation (CDBG-MIT) application to the Texas
General Land Office and authorizing the Mayor and City Manager to act as the
representatives in all matters pertaining to the City's participation in the CDBG-MIT
program.

Motion to appoint the all six applicants to charter review commission with Katie

E. Discussion and possible action regarding the sale of real property located at 215 Halbert,
Richwood, Texas 77531.
No action was taken.
F. Discuss and consider authorizing the City Manager to execute a contract, extending the
interlocal agreement with the City of Angleton for animal control services.

VIII. CAPITAL IMPROVEMENT PROJECTS UPDATE
Clif Custer, Public Works Director, reported.
IX. CITY MANAGER’S REPORT
Eric Foerster, City Manager, reported.
X. COUNCIL MEMBER COMMENTS & REPORTS
Melissa Strawn gave kudos to Clif Custer on all the work going on with the roads.
Mark Brown II thanked staff for quickly addressing needs from residents. Also extended
congrats to Tricia for passing probation, she doing a great job, keep it up. He also
recognized the Police Department they are doing a great job, being present and keeping

us safe. He added that KRB has done a great job at the garden getting things set up for
Halloween and the Community Clean Up event was successful, thank you to all citizens
who participated and KRB driving it along. He stated he plans to attend an upcoming
TML training.
XI. MAYOR’S REPORT
Mayor reported accolades to staff for the work put in the last couple months, even while
being short on personnel. Thank you to the PD for keeping things safe for us. Mayor
addressed the concerns of residents regarding the splash pad. He stated that our splash
pad is a once through, we do not recycle the water. It is chlorinated and safe for the
public. Hurricane season is not over, so be vigilant and stay aware. Mayor thanks
residents who volunteered for Charter review.
