The City Council Regular Meeting of November 17, 2020
BE IT KNOWN THAT, a City Council Regular Meeting of City of Richwood was held
November 17, 2020, beginning at 6:00 PM in the Richwood City Hall Richwood City Hall, 1800
N. Brazosport Blvd., Richwood, Texas 77531
I. CALL TO ORDER
The meeting was called to order at 6:00 p.m.
II. ROLL CALL OF COUNCIL MEMBERS
Steve Boykin, Mayor: Present
Mike Johnson, Position 1: Present
Melissa Strawn, Position 2: Present
Matthew Yarborough, Position 3: Present
Mark Brown II, Position 4: Present
Katie Johnson, Position 5: Present
Others in attendance: Eric Foerster, City Manager; Kirsten Garcia, City Secretary; Patricia
Ditto, Finance Director; Clif Custer, Public Works Director; Stephen Mayer, Chief of
Police; Matt Allen, City Attorney
III. INVOCATION
Patricia Ditto, Finance Director, led the invocation.
IV. PLEDGES OF ALLEGIANCE
Mayor Boykin led the pledges.
V. CANVASS THE RESULTS OF THE NOVEMBER 3, 2020 ELECTION
All newly elected members of Council were sworn in: Mike Johnson, Position One; Rodrigo
Escalante, Position Four; Katie Johnson, Position Five. Mr. Escalante took his seat at
Position Four.
Mayor and Council expressed their gratitude to outgoing Council Member, Mark Brown, for
his service to the board.
Motion to approve and canvass the results of the November 3, 2020 Election. This motion,
made by Mike Johnson and seconded by Mark Brown II, Passed.

VI. RECOGNITIONS
A. Employee Service Awards
1. Jeremy Richards, Police Department - 5 Years of Service
2. Chuck Wegwerth, Public Works Department - 5 Years of Service
3. Sergeant Brett Schilhab, Police Department - 15 Years of Service

There was no public comment.
VIII. PRESENTATIONS
A. Fiscal Year 2020-2021 Budget Book
Tricia, Finance Director, presented the budget book.
IX. CONSENT AGENDA
A. Approval of Minutes
1. Regular meeting held October, 12 2020
B. September Budget Report
C. Investment Report (Q4, FY2019-2020)
Motion to approve consent agenda. This motion, made by Katie Johnson and seconded by
Melissa Strawn, Passed.

X. DISCUSSION AND ACTION ITEMS
A. Discuss and consider accepting wastewater from Fountain Grass Park
Clif presented along with Josh May from Fountain Grass Park.
Discussion held and more information requested.
Motion to table item A. This motion, made by Matthew Yarborough and seconded by
Melissa Strawn, Passed.

B. Discuss and consider adopting proposed amendment to the City of Richwood's
Financial Policy to include procedures for Grant Payments.
Kirsten Garcia, City Secretary, presented.
Motion made to approve. This motion, made by Katie Johnson and seconded by Rory
Escalante, Passed.

C. Discuss and consider Ordinance #466, amending section 17-7 of the Code of
Ordinances regarding location restrictions of signs.
Kimberly Mayer, KRB Director, presented.
Motion to approve. This motion, made by Katie Johnson and seconded by Melissa
Strawn, Passed.
Yea: 5, Nay: 0
D. Discussion and possible action regarding the relocation of all monuments and
memorials from Freedom Park to Bobby Ford Park.
Clif Custer, Director of Public Works, presented.
No action taken. Monuments will be moved to Bobby Ford Park.
XI. CAPITAL IMPROVEMENT PROJECTS UPDATE
Clif Custer, Director of Public Works, presented the most recent update.
XII. CITY MANAGER’S REPORT
Eric Foerster reported updates regarding COVID-19, projects with Public Works and the FY
21 budget book.
XIII. COUNCIL MEMBER COMMENTS & REPORTS
Melissa Strawn reported topic of City Manager acting as reserve police officer being
discussed at Charter Review and mentioned needing to discuss the police department hiring
reserve officers.
Rory Escalante stated he looks forward to work with everyone and the community.
Katie Johnson reported a charter review update.
XIV. MAYOR’S REPORT
Mayor Boykin reported on an emergency management meeting.
