Minutes of the City Council The City Council called Meeting of February 8, 2021 BE IT KNOWN THAT, a City Council of City of Richwood was held February 8, 2021, beginning at 6:20 PM PM in the Richwood City Hall, located at 1800 Brazosport Blvd. N, Richwood, Texas 77531. I. CALL TO ORDER The meeting was called order at 6:20 p.m. II. ROLL CALL OF COUNCIL MEMBERS Steve Boykin, Mayor: Present Mike Johnson, Position 1: Present Melissa Strawn, Position 2: Present Matthew Yarborough, Position 3: Present Rory Escalante, Position 4: Present Katie Johnson, Position 5: Present Others in attendance: Eric Foerster, City Manager; Kirsten Garcia, City Secretary; Patricia Ditto, Finance Director; Clif Custer, Public Works Director; Matt Allen, City Attorney III. PUBLIC COMMENTS There were no public comments. IV. RECOGNITIONS A. Employee Service Awards 1. Jarrett Skelton, Police Department - 5 Years of Service Eric Foerster presented. V. CONSENT AGENDA A. Approval of Minutes 1. Regular meeting held, January 11, 2021. 2. Special meeting held, January 20, 2021. B. Quarterly Investment Report - FY 2021 Q1 C. Budget Report, December 2020 Motion to approve consent agenda. This motion, made by Matthew Yarborough and seconded by Mike Johnson, Passed. Yea: 5, Nay: 0 1 VI. DISCUSSION AND ACTION ITEMS A. Discuss and consider approving a Memorandum of Understanding (MOU) between the City of Richwood and the Richwood Volunteer Fire Department. Eric Foerster presented the MOU. Fire Chief, Clint Kocurek, stated he was good with it on the FD's behalf. Council requested Chief Kocurek take the agreement to their next meeting and we will bring it back. Motion to table MOU between the City and FD. This motion, made by Mike Johnson and seconded by Melissa Strawn, Passed. Yea: 4, Nay: 0, Abstain (Without Conflict): 1 B. Appoint Mayor Pro-Tem. Kirsten Garcia presented historical information on Mayor Pro Tem. Motion to appoint Melissa Strawn, position 2, as Mayor Pro Tem. This motion, made by Katie Johnson and seconded by Matthew Yarborough, Passed. Yea: 5, Nay: 0 C. Award bid for RFQ #20-002Q, AWIA Consulting Services - Freese & Nichols Clif Custer presented. Motion to award bid for AWIA Consulting Services to Freese and Nichols. This motion, made by Katie Johnson and seconded by Matthew Yarborough, Passed. Yea: 5, Nay: 0 D. Discuss and set a date for a virtual workshop to discuss the Stormwater Master Plan with Strand Associates. Clif Custer presented information and asked Council to consider calling a special meeting February 22 - 26. Council agreed to meet February 22nd, at 6:00 p.m. No formal action taken. E. Discuss and consider a resolution adopting Rules of Procedure for City Council Council member Strawn presented notes she had on the presented rules of procedure. The notes were distributed to the Council for review. Kirsten Garcia requested guidance from Council to move forward and adopt later. 2 No action taken. VII. EXECUTIVE SESSION A. Under authority of Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: Consider all applicants for filling Position 5 of Richwood City Council. B. Under authority of Section 551.074 to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: Interview applicants for filling Position 5 of Richwood City Council Meeting adjourned at 6:49 p.m. for executive session. VIII. RECONVENE FROM EXECUTIVE SESSION A. Discuss and appoint an applicant to fill Position 5 of Richwood City Council to be sworn in March 8, 2021. Council reconvened in regular session at 8:27 p.m. Thanks expressed to all applicants who applied. Motion to appoint Mark Brown II to position 5. This motion, made by Mike Johnson and seconded by Katie Johnson, Passed. Yea: 4, Nay: 1 Rory Escalante: Nay IX. CAPITAL IMPROVEMENT PROJECTS UPDATE Clif presented update on sidewalks, drainage and water plant. X. CITY MANAGER’S REPORT Eric reported more on capital projects. XI. COUNCIL MEMBER COMMENTS & REPORTS Melissa Strawn expressed thanks police department for the efforts in the recent pursuit, she requested the Chief send letters of recognition to neighboring agencies that helped. Mike Johnson thanked all candidates who turned out and remind them elections are around the corner, so there is another opportunity to serve. XII. MAYOR’S REPORT Mayor Boykin thanked the police department for their efforts in the recent shooting and pursuit and gave an update regarding COVID-19 and vaccinations. 3 XIII. FUTURE AGENDA ITEMS VFD MOU Rules of Procedure Swear in of Mark Brown City Manager's annual Review Mark Brown thanked council for the opportunity to serve. XIV.
