Minutes of the City Council The City Council called Meeting of July 19, 2021 BE IT KNOWN THAT, a City Council of City of Richwood was held July 19, 2021, beginning at 6:00 PM PM in the Richwood City Hall, located at 1800 Brazosport Blvd. N, Richwood, Texas 77531. I. CALL TO ORDER The meeting was called to order at 6:00p.m. II. INVOCATION The invocation was led by Patricia Ditto, Finance Director. III. PLEDGES OF ALLEGIANCE Mayor Boykin led the pledges of allegiance. IV. ROLL CALL OF COUNCIL MEMBERS Steve Boykin, Mayor: Present Mike Johnson, Position 1: Present Melissa Strawn, Position 2: Present Matthew Yarborough, Position 3: Present, arrived at 6:04 p.m. Rory Escalante, Position 4: Present Mark Brown II, Position 5: Absent Others in attendance: Eric Foerster, City Manager; Kirsten Garcia, City Secretary; Tricia Ditto, Finance Director; Clif Custer, Public Works Director; Philip Knop, City Attorney. V. PUBLIC COMMENTS There were no public comments. VI. CONSENT AGENDA A. Approval of Minutes 1. Regular meeting held, June 14, 2021 2. Special meeting held, June 21, 2021 B. Budget report, May 2021 C. Approve resolution 21-R-49, amending the City's authorized representatives for the Local Government Investment Cooperative (LOGIC). D. Approve resolution 21-R-50, amending the City's authorized representatives for TexPool and Texpool Prime. E. Approve resolution 21-R-51, amending the City's authorized representatives for TexStar. 1 Motion to approve consent agenda. This motion, made by Mike Johnson and seconded by Rory Escalante, Passed. Yea: 4, Nay: 0 VII. DISCUSSION AND ACTION ITEMS A. Discuss and consider a resolution, 21-R-48, approving Children At Play signage within the Creekbend Subdivision. Kirsten Garcia, City Secretary, presented a resolution approving signage in the Creekbend Subdivision. Discussion held on ensuring the HOA was responsible for purchasing and maintaining signage. Motion to approve resolution 21-R-48 approving Children at Play signage in creekbend sub. This motion, made by Mike Johnson and seconded by Melissa Strawn, Passed. Yea: 4, Nay: 0 B. Discussion and action regarding bid award 5-2020 for construction of the North Water Plant Ground Storage Tank. Clif Custer presented bid award information. Discussion held on supply costs and financial implications of having to rebid this contract. Motion to rescind bid award for construction of north water plant ground storage tank. This motion, made by Mike Johnson and seconded by Matthew Yarborough, Passed. Yea: 4, Nay: 0 C. Discussion and action regarding allocating funds to assist in dewatering costs of the Magnolia sanitary sewer line with an amount not to exceed $20,000. Clif Custer presented information on project. Discussion held on dewatering process and timeline of the project. Motion to approve $20,000 for dewartering of magnolia sewer, not to exceed. This motion, made by Mike Johnson and seconded by Rory Escalante, Passed. Yea: 4, Nay: 0 VIII. CAPITAL IMPROVEMENT PROJECTS UPDATE Clif Custer presented the Capital Improvement Projects update. 2 IX. CITY MANAGER’S REPORT Eric Foerster reported on staff health, discussions with Ron Cox, a GLO meeting he attended and a contract update with the City of Lake Jackson for dispatching services. He added that we will host a budget workshop on July 24th, but is open to changing it if needed. City Council consensus was to host the meeting virtually on Monday, July 26 at 6:00 p.m. X. COUNCIL MEMBER COMMENTS & REPORTS Mike Johnson reported great appreciation for All-America night on July 3 - it was a great event put on by the PD. XI. MAYOR’S REPORT Mayor reported on the issues with the water from BWA. XII. FUTURE AGENDA ITEMS No report. XIII.
