The City Council called Meeting of July 26, 2021
BE IT KNOWN THAT, a City Council of City of Richwood was held July 26, 2021, beginning
at 6:00 PM PM in the Richwood City Hall, located at 1800 Brazosport Blvd. N, Richwood,
Texas 77531.
I. CALL TO ORDER
The meeting ws called to order at 6:00 p.m.
II. INVOCATION
Did not hold the invocation due to virtual meeting.
III. PLEDGES OF ALLEGIANCE
Did not hold the pledges due to virtual meeting.
IV. ROLL CALL OF COUNCIL MEMBERS

VI. DISCUSSION AND ACTION ITEMS
A. Discuss, consider, and possibly adopt a Resolution committing up to $4,650.00 in City
Funds towards replacing residential fencing along the project easement for the CDBG-DR
Contract No. 20-065-080-C233 - Hurricane Harvey.
Clif Custer presented.
Motion to adopt a resolution committing up to $4,650.00 in City Funds towards
replacing residential fencing along the project easement for the CDBG-DR Contract
No. 20-065-080-C233 - Hurricane Harvey. This motion, made by Mike Johnson and
seconded by Mark Brown II, Passed.

B. Discuss, consider, and possibly act on the construction contract award for the City of
Richwood CDBG-DR Contract No. 20-065-080-C233 - Hurricane Harvey.
Clif Custer presented.
Discussion held on why Stand Associates decided on certa flow pipes.
Motion to approve construction contract award for the City of Richwood CDBG-DR
Contract No. 20-065-080-C233 - Hurricane Harvey to Lopez Utilities Contractor’s
base bid for $444,905. This motion, made by Rory Escalante and seconded by Matthew
Yarborough, Passed.

VII. FY 2022 BUDGET WORKSHOP
A. Presentation and discussion of FY 21-22 Proposed Budget
Eric Foerster and Tricia Ditto presented.
Discussion held on supplemental requests and where they will be funded from.
Discussion held on street maintenance and fund 25.
Discussion held on sales tax revenues.
Discussion held on insurance and telephone expenditures.
VIII. CITY MANAGER’S REPORT
Eric reported on COVID-19 updates.
IX. COUNCIL MEMBER COMMENTS & REPORTS
Melissa Strawn requested the budget presentation be posted online.
Matt Yarborough expressed appreciation to staff for the budget being slim and bare bones.
Mark Brown agreed with Councilman Yarborough's sentiments and thanked staff for their
time and effort. He added thanks to the Police Department picking up slack while we are
short-staffed.

SUPPLEMENTAL NOTICE OF MEETING BY TELEPHONE/WEB CONFERENCE
In accordance with the order of the Office of the Governor issued March 16, 2020, the City
Council of Richwood will conduct the meeting schedule at 6:00 p.m. on Monday, July 26, 2021
via web and telephone conference in order to advance the public health goal of limiting
face-to-face meetings (also called "social distancing") to slow the spread of Coronavirus
(COVID 19).
The meeting agenda is posted online at www.richwoodtx.gov.

The public will be permitted to offer public comment telephonically as provided by the agenda
