Minutes of Crime Control and Prevention District Board Meeting The Crime Control and Prevention District Board City of Richwood A Crime Control and Prevention District Board Meeting of the City Council of City of Richwood was held Thursday, August 23, 2018, beginning at 6:00 PM in the Richwood City Hall, 1800 N. Brazosport Blvd. Richwood, Texas. CALL TO ORDER This meeting was called to order at 6:00 p.m. ROLL CALL OF BOARD MEMBERS Brian Allen, President Randy Accord, Vice President Randy Day Katherine Venegas – ABSENT Kathy Vickers Lauren LaCount Buster Primm Others present: Stephen Mayer, Police Chief; Giani Cantu, City Secretary; and Katie Johnson, Council Liaison PUBLIC COMMENTS All public comments will be subject to the following rules: all speakers will be permitted to speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the public comment section will be permitted to speak There were no public comments DISCUSSION AND ACTION ITEMS CONSIDER AMENDING THE FISCAL YEAR 2017-2018 BUDGET TO INCREASE PERSONNEL EXPENSES TO COVER OVERAGES IN THE GENERAL FUND POLICE DEPARTMENT OVERTIME WAGES IN THE AMOUNT OF $35,000 Discussion was held on the reason for overages in overtime. The commission was advised that overages were due to a change in operating procedure on shift coverages which resulted in excess overtime hours. The Police Chief assured the board that those changes have been corrected and he is covering any shifts to lessen the amount of overtime charges. Discussion was held on what CCPD monies may be spent on. The commission was advised that monies may be spent on any needs for the Police Department. It can be used on operating, equipment, or personnel, etc. Ms. Cantu advised the board that historically the monies have always been primarily focused on funding equipment purchases. However, at this time the need is to cover personnel expenses, which is allowed by statute. The CCPD currently has a nice fund balance due to limited expenditures following Hurricane Harvey. On motion by Buster Primm second by Randy Day with all present members voting “aye” the Fiscal Year 2017 – 2018 Budget was amended to increase the personnel expenses in the amount of $35,000.00 to cover Police overtime wages. Mr. Day stated that he would like to see General Fund focus more on funding personnel and CCPD can fund equipment and one-time purchases. Other members agreed. SET NEXT MEETING DATE The next meeting was set for October 11, 2018. FUTURE AGENDA ITEMS Future needs of the Police Department Reorganization of Board – Mr. Allen stated while he’d like to remain on the board, he would like to step down as Chair.
