A Crime Control and Prevention District Board Meeting of the City Council of City of
Richwood was held Thursday, July 19, 2018, beginning at 6:00 PM in the Richwood City Hall,
1800 N. Brazosport Blvd. Richwood, Texas.
CALL TO ORDER
The meeting was called to order at 6:00 p.m.
ROLL CALL OF COUNCIL MEMBERS
Randy Day
Randy Accord
Kat Venegas
Kathy Vickers
Buster Primm
Brian Allen – ABSENT
Others present: Stephen Mayer, Police Chief; and Giani Cantu, City Secretary
PUBLIC COMMENTS
All public comments will be subject to the following rules: all speakers will be permitted to
speak no longer than 3 minutes; all speakers will only be permitted to speak once; speakers
cannot defer their 3 minutes to another speaker; the first five individuals who sign up for the
public comment section will be permitted to speak
There were no public comments
APPROVAL OF MINUTES
June 19, 2018
On motion by Randy Accord second by Kat Venegas, with all present members voting “aye”
the minutes of June 19, 2018 were approved.
WORKSHOP
FISCAL YEAR 2018-2019 STRATEGIC PLAN AND BUDGET GOALS
No action was taken.
DISCUSSION AND ACTION ITEMS
CHANGES TO PROPOSED FISCAL YEAR 2018-2019 BUDGET
Chief Mayer presented the proposed changes to the budget which included additional salary
for the warrant officer, 1 additional full-time investigator officer, $2,551 in training funds,
and $16,700.84 in equipment funds.
Buster Primm asked how many officers we had.
Chief Mayer stated there are currently 8 full time and 1 part time. 1 officer recently resigned.
However, he believes that the temp officer may be interested.
Buster Primm asked will there be a new unit needed for the additional officer.
Chief Mayer stated no. He would likely give the investigator the unmarked unit and he
would drive a marked unit.
Randy Day asked if the investigator position will stay funded by CCPD.
Chief Mayer stated it would be an annual request and he could provide CCPD with reporting
of closed cases.
Buster Primm asked if the General Fund would pick up the position at some point.
Chief Mayer stated he could not speak to the future. It would be up to Council.
Further discussion was held on the duties of the proposed position.
Kat Venegas shared concern with the amount needed to continue funding the position.
Kathy Vickers asked what the average police force is for cities with a population of
approximately 6000.
Chief Mayer stated he believed it to be 8-9 officers.
Further discussion was held on the number of calls and whether the position would ever be
funded by General Fund.
On motion by Randy Day second by Kathy Vickers, with all present members voting “aye”
the amendments to the Fiscal Year 2018-2019 Budget were approved as presented.
SET NEXT MEETING DATE
The next meeting was set for October 11, 2018.
FUTURE AGENDA ITEMS
Possible Crime Prevention Options for areas with thefts.
ADJOURNMENT
On motion by Randy Day second by Randy Accord with all present members voting “aye” the
meeting adjourned at 6:30 p.m.
