MINUTES Mayor and Council Regular Meeting September 12, 2022 6:00 P.M. CALL TO ORDER – A Regular Meeting of the Mayor and Council of the Borough of River Edge was held in the Council Chambers of the River Edge Borough Hall at 705 Kinderkamack Road, River Edge, NJ 07661. The meeting was called to order at 6:00 p.m. by Mayor Thomas Papaleo. SILENT PRAYER – FLAG SALUTE Mayor Papaleo asked for a moment of silence for all those who still suffer from the loss of 9/11 and to remember all emergency services who responded that day as well as all those who worked to repair the country. Borough Administrator Aportela led those present in a salute to the flag. STATEMENT OF COMPLIANCE - Mayor Papaleo read the Statement of Compliance into the record as follows: Statement of Compliance with Open Public Meeting Act: This meeting complies with the Open Public Meeting Act by notification on January 7th this location, date and time to the Town News and the Record and by posting of same on the municipal bulletin board and Borough website and filing a notice of the same with the Municipal Clerk. Notice of this meeting via the September 7, 2022 Sunshine Notice was sent to the Record and Town News and posted on the municipal bulletin board and Borough website. Mayor Papaleo announced that, due to the repair of Borough Hall, this meeting and the September 29th Regular Meeting are the last in-person Mayor and Council meetings. He explained which portions of the building will be impacted by this construction and advised that meetings will be remote for approximately 12 to 18 months. He further announced that, due to Rosh Hashanah, the next meeting will be held on a Thursday instead of Monday. He noted that he will not be present at this meeting and Council President Kaufman will chair this meeting in his absence. The regular meeting resumed at 7:01 p.m. APPROVAL OF MINUTES – On a motion by Councilwoman Montisano-Koen, seconded by Council President Kaufman, and all members present voting in favor, that the Minutes of the Mayor and Council Regular Meeting of July 11, 2022 and the Mayor and Council Regular and Closed Session Meetings of August 1, 2022 are hereby approved. PROCLAMATIONS & AWARDS Recognition of Police Officers Chief Walker explained that Officer Matthew Pitersky and Officer Gabriel Colucci are being presented with certificates this evening from AAA. He advised that Officer Pitersky is receiving a Recognition of Excellence award 39:4-50 (DWI) and Officer Colucci is receiving a Drug Recognition Expert award. He commented that it is a tough time for policing, and although it is not easy to get convictions, these officers are aggressive and work hard to remove impaired drivers from the road. Mayor Papaleo thanked the officers, Chief Walker and the entire department for keeping the entire Borough and State safe by removing these drivers from the road. He expressed gratitude for how hard the Police Department works, noting that there is always a personal risk when making these stops. FOR DISCUSSION – Andrew Capuano – Eagle Scout Project Andrew Capuano, Elm Avenue, Eagle Scout candidate, explained that he would like to place a memorial monument dedicated to past, present, and future Police Officers at the Police Department as his Eagle Scout project. He provided details on the project and estimated costs and presented a letter that would be sent to every municipality in the area to request donations. On a motion by Councilwoman Kinsella, second by Council President Kaufman, and all members present voting in favor, to authorize this project. As the building will be undergoing construction in the near future, Mr. Capuano was directed to coordinate with the Borough Administrator as to the timing for this project to commence. Ryan Tu – Eagle Scout Project Ryan Tu, Van Saun Drive, Eagle Scout candidate, explained that he is looking to build three picnic benches and an informational kiosk providing educational resources on the Hackensack River at Kenneth B. George (KBG) Park. He advised that he has been working with the DPW Superintendent on this project, noting that the benches would be chained to the trees and pressure treated wood would be used to build the benches which will be built by his troop. He details some fundraising ideas and advised that he is attempting to keep the budget under $1,000 for this project. On a motion by Councilwoman Montisano-Koen, second by Council President Kaufman, and all members present voting in favor, to approve this project. Vegetation Collection Borough Administrator Aportela explained that this year has been an anomaly with respect to vegetation collection. She advised that a representative from Galaxy is present this evening to address any concerns and answer questions about the issues that have been experienced with this collection. Gary Giordano Jr., representative from Galaxy, detailed the personnel issues that the company has experienced due to COVID as well issues that have arisen as a result of aging equipment. Concerns were raised regarding vegetation being collected with garbage as there are different rates charged for each type of collection. Mr. Giordano confirmed that this issue has been addressed and corrected. He requested that the company be notified if a driver is seen collecting both garbage and vegetation in the same truck. DPW Superintendent Milito outlined changes that are being implemented to allow for better tracking of areas that are missed when there is an equipment failure. Borough Administrator Aportela expressed that the Borough has a great working relationship with Galaxy, noting that, during Ida, extra bulk pickups were arranged to assist residents. DPW Superintendent Milito announced that garbage is picked up from 8 am to 8 pm and residents should put their garbage out at the curb the night before. Motion by Council President Kaufman, second by Councilwoman Kinsella, to open the floor to the public. Debbie Daly, Madison Avenue, thanked the Galaxy for picking up both vegetation and garbage, commenting on how helpful the workers have been to her. Motion by Council President Kaufman, second by Councilwoman Montisano-Koen, and all members present voting in favor, to close the floor to the public. Notice of Violation Appeal – 2 Kimberly Way – Sidewalk Linda Akdemir, 2 Kimberly Way, explained that she was issued a Notice Violation due to an uneven sidewalk. She expressed her belief that the sidewalk has been maintained and repaired by the Borough until now. She noted that she would like the tree removed as it is impacting the sewer and electrical lines as well as the sidewalk. Mayor Papaleo explained that the sidewalk is the responsibility of the resident under the Statute. He stated that he previously explained to Ms. Akdemir that she would need to go before the Shade Tree Commission to seek permission to remove a healthy tree as the governing body does not have jurisdiction. Borough Attorney Sarlo added that, as per the Borough Code, the owner is responsible to fix a sidewalk if issued a violation. Should the Borough undertake the repair, a lien can be placed on the property. As Ms. Akdemir confirmed that she will be going before the Shade Tree Commission on September 15th, she was requested to advise the governing body as to the outcome of this meeting. Should the Shade Tree Commission deny her request to remove the tree, it is at this point that Ms. Akdemir can come before the Mayor and Council to appeal this decision. As it was indicated that the roots are impacting the sewer, the Borough Engineer will be requested to inspect this issue. Chapter 384 “Trees” Borough Attorney Sarlo advised that he prepared a memo in 2015 outlining recommendations for revisions to Chapter 384 of the Borough Code entitled “Trees.” He explained that, as the Borough Code is currently written, it falls on the Borough to make the necessary repairs if a violation is initiated and the homeowner does not make the repair. He suggested that this language be revised. He further noted that the Borough Code does not address sidewalks that are raised due to a tree. It was decided that Borough Attorney Sarlo will prepare a model ordinance based on the recommendations contained in his 2015 memo. He is also to work with the Shade Tree Commission and DPW Superintendent to prepare a memo detailing recommendations for possible revisions to address sidewalks that are impacted by tree roots. Debt Analysis Borough Administrator Aportela advised that the Finance Committee met to discuss the Borough Debt Policy. She explained that, due to the infrastructure needs of the Borough, funds are being borrowed at a greater rate than they are being paid down. She further explained that the Borough has a strict, self-imposed Debt Policy of 1% whereas the State authorizes municipalities to go up to 3.5% over the course of 3 years. She reviewed several repairs that are needed and noted that, if the Debt Policy is raised to 1.5%, these repairs can be made while still being conservative as compared to neighboring municipalities. It was the consensus of the governing body to move forward with amending the Debt Policy to 1.5%. Borough Administrator Aportela will work with the CFO to prepare a resolution for the next meeting to authorize this amendment. Approve the Request from Bergen County Historical Society to Place a Banner at the Corner of Main Street and Kinderkamack for a 2 week period to promote the Baronfest Event on September 24, 2021. It was agreed to approve the request from the Bergen County Historical Society to place a banner at the corner of Main Street and Kinderkamack Road for a 2-week period to promote the Baronfest event. As the Farmer’s Market banner is currently placed at this location, it was decided to see whether both banners can fit at this location. If both banners do not fit, an alternate location for the Farmer’s Market will be sought for this timeframe. Approve the Request from Bergen County Historical Society to Waive a Portion of the Police Outside Duty Rate for the Baronfest Event on September 24th. Borough Administrator Aportela explained that this organization is requesting a reduced outside duty rate to provide a Police Officer for the Baronfest event on September 24th. It was the consensus of the governing body to grant this request for a reduced outside duty rate. Request to Rename KBG Field Dugouts for Pete Romagnino Mayor Papaleo noted that the request to rename the dugouts at KBG for Pete Romagnino appears to have the support of the Recreation Commission as well as the teams. Although he cautioned that by granting this request it would be setting a precedent, he commented no one is in opposition and it does not place a burden on the taxpayer. Steven Baxter, 864 Fifth Avenue, member of the Recreation Commission, stated that Mr. Romagnino did a lot for baseball. He explained that the original request was to name the field after him, and as a compromise, the commission is recommending to, instead, name the dugouts in Mr. Romagnino’s honor. Motion by Council President Kaufman, second by Councilwoman Kinsella, and all members present voting in favor, to authorize the renaming of the KBG Field dugouts in honor of Pete Romagnino. PUBLIC COMMENTS ON ANY ITEM ON THIS AGENDA – As two members of the public were present who wished to speak on non-agenda items, on motion by Council President , seconded by Councilwoman Kinsella, and all present voting in favor, to open for public comments on any item. Debbie Daly, Madison Ave, expressed that she was very upset that the 9/11 Ceremony was postponed to today. She expressed her opinion that, rain or shine, this event is one that should have been held. Mayor Papaleo explained that he was contacted by Fire Chief Cariddi and Sgt. Zemaites who expressed concern about possible lightning and inclement weather. He further explained that he decided to postpone this ceremony in the interest of public safety. Steve Baxter, 864 Fith Avenue, also expressed disappointment that the 9/11 Ceremony was postponed. He stated that today was the first time in 10 years that the Cub Scouts have missed the ceremony. He noted that that the Borough has lightning detectors and the ceremony could have been called should they have gone off. Mayor Papaleo apologized and commented that he thought he was making the right call at the time. He sympathized with all those who lost someone on that day and commented on the heartache that this day caused for so many people, noting that several people from River Edge were lost. On a motion by Council President Kaufman, seconded by Councilwoman Montisano Koen, and all present voting in favor, to close public comments. APPOINTMENTS & PERSONNEL CHANGES – On motion by Council President Kaufman, seconded by Councilwoman Montisano-Koen to approve the following appointments and personnel changes: Approve the salary change of Dennis Griffith, Sergeant in the Police Department from an annual salary of $156,808.40 to $159,767.05 due to an increase in longevity from 6% to 8% effective September 18, 2022. Approve the salary change of Zachariah Hamm, Police Officer from an annual salary of $91,447.00 to a Patrol Officer 13th grade salary of $100,907.00, effective September 6, 2022. Approve the resignation of Charles Hennion, Laborer in the Department of Public Works effective August 15, 2022. Approve the resignation of Simon Krivoruk, Summer Help in the Department of Public Works effective August 19, 2022. Approve the retirement of Jim Bounds, Crossing Guard effective September 30, 2022. Approve the resignation of Tybe Manzelli, Accounts Receivable Clerk effective September 29, 2022. Approve the hire of Hayden Hernandez as a temporary Intern to provide assistance to the Clerk’s Office by sorting and packing files in preparation of the borough hall renovation, at an hourly rate of $13.00, up to 10 hours per week, effective September 15 through October 31, 2022. NOW, THEREFORE, BE IT RESOLVED that the Police Department and the Chief Financial Officer are instructed to adjust their billing accordingly and to notify Janice Morris of the fee to be paid for the services provided. ******** #22-250 Resolution Permitting the Possession and Consumption of Alcoholic Beverages at a Block Party on Richard Court WHEREAS, on or about September 12, 2022, the Borough of River Edge granted permission to Elizabeth McGinty, Richard Court, River Edge, New Jersey, to hold a block party on Richard Court on Saturday, September 24th from 2:00 p.m. to 8:00 p.m. (rain date Saturday, October 1st) in accordance with Borough Ordinance #1678; and WHEREAS, Elizabeth McGinty has requested that the possession and consumption of alcoholic beverages be permitted in connection with said block party; and WHEREAS, Borough Code Section 114-15 allows the Governing Body to permit the possession and consumption of alcoholic beverages in or on a public street or sidewalk in connection with an authorized block party. NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Borough of River Edge that a contract for the FY21 CDBG Reservoir Avenue Sidewalk Improvement Project for the Borough of River Edge shall be awarded to FDM Construction LLC having its principal office at 90 Willow Street, Carteret, NJ 07008 in the amount of $83,270.00 based on the bid, submitted on July 20, 2022; and BE IT FURTHER RESOLVED that the Mayor and Borough Clerk are hereby authorized to sign said contract on behalf of the Borough of River Edge. ******** #22-260 Refund of Construction Bond for Shade Trees – 200 Adams Avenue WHEREAS, Bruno Esposito, deposited a cash construction bond for shade trees adjacent to the property located at 200 Adams Avenue in the amount of $11,881.54 on September 13, 2021; and WHEREAS, the Shade Tree Commission has performed an inspection and has determined that the four (4) borough street trees at this location were not heavily impacted by construction activity; and WHEREAS, the Shade Tree Commission has also determined that the oak tree behind the house in the 9/11 Memorial area had heavy construction activity and soil compaction within the roots; and WHEREAS, the Shade Tree Commission recommends that the money set aside for the four (4) street trees totaling $6,881.54 be released while $5,000.00 be held for the remaining oak tree behind the property until the three (3) year inspection period. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of River Edge hereby accepts the attached proposal, dated August 12, 2022, from Borough Information Technology Consultant, Quikteks for additional information technology services associated with the purchase and installation of a new security camera system for the various borough facilities for a cost not to exceed $43,958. ******** #22-263 Approval to Waive a Portion of the Police Outside Duty Rate for Bergen County Historical Society WHEREAS, the Bergen County Historical Society will host an event celebrating Major General Baron Von Steuben (Baronfest) at Historic New Bridge Landing on Saturday, September 24, 2022; and WHEREAS, the Bergen County Historical Society has requested one (1) uniformed officer for the duration of the event; and WHEREAS, the Bergen County Historical Society has made an appeal to the Mayor and Council to waive the administrative fee portion of the $135.00 per hour rate and be billed for the officer’s overtime rate; and WHEREAS, the Mayor and Council have discussed this matter at their meeting of September 12, 2022 and have indicated that the outside duty rate of $135.00 be waived and that the actual overtime rate of the police officer assigned to that duty be charged. NOW, THEREFORE, BE IT RESOLVED that the Police Department and the Chief Financial Officer are instructed to adjust their billing accordingly and to notify the Bergen County Historical Society of the fee to be paid for the services provided. ******** #22-264 Resolution Permitting the Possession and Consumption of Alcoholic Beverages at a Block Party on Bogert Road WHEREAS, on or about August 5, 2022, the Borough of River Edge granted permission to Kristin Gomez, 847 Bogert Road, River Edge, New Jersey, to hold a block party on Bogert Road between Midland Avenue and Woodland Avenue on Saturday, September 10th from 3:00 to 10:00 p.m. (rain date Sunday, September 11th) in accordance with Borough Ordinance #1678; and WHEREAS, Kristin Gomez has requested that the possession and consumption of alcoholic beverages be permitted in connection with said block party; and WHEREAS, Borough Code Section 114-15 allows the Governing Body to permit the possession and consumption of alcoholic beverages in or on a public street or sidewalk in connection with an authorized block party. NOW, THEREFORE, BE IT RESOLVED that the Mayor and Borough Council of the Borough of River Edge hereby accepts the attached proposal, dated August 29, 2022, from Borough Engineer, Robert Costa of Costa Engineering Corporation for additional professional engineering services associated with surveying, design, project management and inspection services for the emergency project regarding a partially collapsed retaining wall in the Oak Ditch at Valley Road for a cost not to exceed $75,000.00. ******** #22-268 Confirm Emergency Purchase – Oak Ditch Wall Reconstruction at Valley Road WHEREAS, an emergency repair to a partially collapsed retaining wall was required due to the threat of blocking the existing culvert headwall at Valley Road and damaging Borough infrastructure by blocking the only waterway passage for the ditch; and WHEREAS, the Borough Engineer has determined that this situation was an emergency affecting the health, safety and welfare of the public; and WHEREAS, Matina & Son, Inc. has responded to the emergency for a total estimated contract price of $471,099.40. NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough of River Edge hereby confirm that the Borough Engineer and Finance Department are authorized to issue a purchase order to Matina & Son, Inc., having its principal office at 146 English Street, Hackensack, NJ 07601 for the repair to a partially collapsed retaining wall in the Oak Ditch at Valley Road in the amount of $471,099.40 as an emergency purchase as per NJSA 40A:11-6. ******** #22-269 Confirm Emergency Purchase – Emergency Sewer Repair WHEREAS, a sanitary sewer main located nearby 211 Kinderkamack Road needed to be replaced due to risk of potential collapse; and WHEREAS, the Borough Engineer determined that this situation was an emergency affecting the public health, safety and welfare and as the collapse of this sanitary sewer main would cause a considerable sewer backup affecting the residents within the vicinity of this area; and WHEREAS, the Borough was required to contract with an outside vendor to perform the repair; and WHEREAS, the NJAC 5:34-9.1 allows for the purchase of proprietary goods or services under certain conditions; and WHEREAS, Resolution #22-105, which was adopted on February 28, 2022, confirmed the contract with J. Fletcher Creamer & Son, Inc. of 101 E. Broadway in Hackensack, NJ 07601 for the emergency sewer repair of the sanitary sewer main located nearby 211 Kinderkamack Road in the amount of $90,116.97 as an emergency purchase as per NJSA 40A:11-6 under the Riverside Cooperative (35-RC) contract for Emergency Water Main and/or Storm and Sanitary Sewer Repairs; and WHEREAS, restoration work was required to be performed after the repair had settled to complete the project in the amount of $20,814.80. NOW, THEREFORE BE IT RESOLVED, that the Mayor and Council of the Borough of River Edge hereby confirm that the Superintendent of the Department of Public Works and Borough Engineer were authorized to contract with J. She estimated that Borough Hall will be closed to the public towards the end of October. As the Council Chambers will be utilized for storage, she explained that meetings will not be able to be held in person beginning in October. She further explained how the current space will be utilized and to where each department will be relocated. She stated that a large drop box is being installed at the Library for payments and applications to be dropped off. Mayor Papaleo advised that the next Mayor and Council meeting is on September 29th, and as he will not be present due to a work obligation, he asked that Council President Kaufman relay this information again to the public at this meeting. OLD BUSINESS – Girls’ Softball Field Mayor Papaleo announced that the Recreation Commission will be meeting with the stakeholders on Wednesday. Councilwoman Kinsella added that she will have an update after this meeting and it is hoped that all entities can come to an agreement. Mayor Papaleo noted that members of the Board of Education and the Superintendent have expressed positive sentiments in terms of moving forward on an agreement. Update on Construction Projects Please see the attached status report for 2021 and 2022 construction projects. With respect to the Voorhis Drainage Improvements, it was requested that Robert Costa, Borough Engineer, attend the next Mayor and Council meeting to review the various options on how to proceed. Council President Kaufman is to reach out to the impacted residents to provide an update. Current employees in the step system move up one (1) Step every January 1st. Employees hired after June 30th of any year will not move up to Step 2 until the successful completion of their probationary period. Section 3. Employees who possess an ACRT certification shall receive an annual $500 stipend. Employees who possess a pesticide license shall receive an annual $500 stipend. Employees who receive said stipends will receive payments in their regular paychecks. Stipends are not pensionable and are not included in the overtime calculations. Section 4. Any and all other ordinances or parts thereof in conflict or inconsistent with any of the terms hereof are hereby repealed to such extent as they are so in conflict or inconsistent. Section 5. In case any article, section or provision of this ordinance shall be held invalid in any court of competent jurisdiction, the same shall not affect any other article, section or provision of this ordinance except insofar as the article, section or provision so declared invalid shall be inseparable from the remainder or any portion thereof. Section 6. This Ordinance shall take effect retroactively as of July 1, 2022, upon final passage and publication as required by law. Construction project updates: • Drainage Improvement at Voorhis Avenue – RE21-0470 What had been budgeted for construction based on estimates from the beginning of this year was $1,082,823.00 Alternate A involved a substitution of material for a portion of the bid. it was a substitution of the storm capture underground detention system with reinforced concrete pipe. The storm capture underground detention system, which holds 2.5x more capacity, was $715,000 of the total base bid. The substitution with reinforced concrete pipe was $44,908 greater, with less capacity. Alternate B was for additional storm inlets, manhole and stream cleaning. If the paperwork for the lowest bidder is compliant with LPCL regulations, at least $663,396 needs to be raised for the base bid and exactly $917,072 if there is consensus to add alternate B. If the lowest bidder’s paperwork is not compliant, then we will need to move on to the 2nd lowest bidder. The 3rd lowest bidder is over $2 million just on the base bid. As far as timelines go: Assuming an emergency appropriation for the balance of the project is adopted and the project is awarded at the 9/29 meeting, by the time the contractor secures the performance bonds and insurance, a preconstruction meeting is held, supplies are ordered, and mobilization begins, the soonest any digging can start will be around mid-November/Thanksgiving; however, the project cannot start until PSEG & Veolia perform their required work at the site – the utilities will be invited to the pre-con meeting to work out those timelines. PSEG is aware that there are conflicts with their main at some locations and they will coordinate with Costa’s prior to the beginning of the project. Suez is requesting test pits to be performed along our proposed detention system because there is a water main in conflict there. Waiting for a proposal from Matina to perform the test pits. Because of the time of the year, this project cannot start this year. The earliest it can start is mid-April (weather permitting). Since this project cannot start this year, an option is to go out to bid again – if the bids are still too high, under the LPCL, we can negotiate the price. It may not come down to the original estimates and budgeted amount because of inflation; however, every attempt will be made to minimize the impact of the additional cost. If it is determined that we can rebid the project, then the bid opening can be held on or about late October. • 2022 Riverside Coop – RE22-0475 Rob, Jason, and Jeyson met at Beech Drive North to look for an amicable solution with the contractor and Patrick agreed to infrared a portion of the road to allow water to flow from there. If this does not work, Patrick will have to either install a seepage inlet or mill/pave the intersection. The infrared was performed on Wednesday (9/7). There was ponding after 9/11 rain, met with the contractor; will be conducting asphalt testing on that road before moving forward with any other remedial steps. • ADA Ramps 2021 (Vektor) - The contractor had re-seed and fix sprinkler heads for all the complaining residents. As per our conversation with Sarlo, he will be on a maintenance bond for 2 years and I am ready to close this project. 2022 (AA Berms) – Underway, plus paving of parking lots – will need to send out a nixle regarding co #1 Ramps should be complete by early next week. Parking lot will not be available for 2 weeks due to curb work and M&P involved. • Train Station Parking Lot – RE21 – 0462 In close out status – the asphalt needs to be tested as there are some anomalies on the roadway. If the tests indicate that the asphalt was defective, will have to mill/pave the parking lot again. Partial payment will be done on this matter leaving asphalt quantities out until this matter gets resolved. Keytech will send proposal for asphalt testing composition and air void to identify what the issue is. Tentative date for the result the week of Sept. 23, 2022. • Bogert Road Section 5 & Bogert Road Section 6 – RE20-0408 & RE21-0458 Going out to bid 10/4, with the flashers. • 2021 CDBG Reservoir Sidewalk and Ada Ramps – RE21-0437 Will be awarded 9/12 – in process of scheduling a preconstruction meeting, hopefully for 9/22 • 211 Kinderkamack Road Sewer – RE22-0471 Resolution for final payment since it closes out an emergency repair will be on the 9/12 meeting. • Oak Ditch @ Valley Road Emergency Repair Phase 1 of construction which involves setting the block from the headwall to one of the properties started on 9/7. The timeline is approximately 4 weeks to complete. NJ Resiliency Grant – Oradell Mayor reached out to advise of a grant opportunity for technical assistance. NM also uses this firm. In mid-August, I spoke with Millennium Strategies about the joint grant application. It is not a monetary award – it would be an application to the DEP for technical assistance for planning services with regards to stormwater management and climate change. By submitting a regional application, it would be a letter of interest to the DEP. The letter would describe if there are any flood mitigation studies and what impact Ida had on the municipalities. I provided an overview of what happened with KBG, Fire Company #2, Memorial Park, and Voorhis during Ida, as well as during summer storms and the storm in the beginning of April. I also briefly explained the impact on New Milford based on my travelling through New Milford to get to River Edge. If awarded, the DEP would provide the group with a list of qualified firms to conduct the planning. We would not need to go out for any RFPs ourselves. Will be meeting on Wednesday, 9/14.
