Crosbie Council Chambers in the 49 River Heights City Building on Tuesday, August 30, 2022,for their regular council meeting. 50 Pledge of Allegiance and Opening Thought: Councilmember Glover gave the opening thought. 51 Adoption of Previous Minutes and Agenda: Minutes for the August 16, 2022, meeting were 52 reviewed. 53 Councilmember Milbank moved to "adopt the minutes of the council meeting of August 16, 54 2022, and the evening's agenda." Councilmember Mathews seconded the motion, which passed with 55 Gallup, Glover, Mathews, Milbank, and Wright in favor. No one opposed. 56 Reports and Approval of Pavments(Mavor. Council. Staff): 57 Mayor Thompson 58 • He brought up the idea of a summer party with the staff and council. Councilmember Gallup 59 mentioned the ambassadors would be holding a bar-b-que in the park on September 10 and 60 invited the council and staff. They planned to eat at 6:30 or 7:00 and play games prior. It was 61 agreed that would be a good idea. Mayor Thompson said he would send invitations to the 62 Council, staff, and Planning Commission members. 63 • Yesterday the mayors reached a consensus on the terms of an interlocai agreement. As soon as 64 the draft comes back from the county attorney, he will present it to the Council for their review. 65 They are currently waiting for responses to an RFP for trash collection. 66 • The city received one bid on the well project, which came in at $800,000(because they knew they 67 were the only bidder). The mayor suggested bidding it out again in a couple months. Meanwhile, 68 he wanted to meet with PWD Nelson, Councilmember Mathews and the engineers to discuss 69 components of the project that they can work on prior to the actual well repair. 70 • The 400 South sidewalk is out to bid. He wasn't comfortable yet on the details and planned to 71 discuss It with Councilmember Glover. He wanted to work through the mailbox options before 72 inviting residents to a meeting to discuss the project. He will draft a letter to them, which 73 Recorder Lind will send out. The project also included a bid alternate. 74 • The Riverdale water tie in was completed today, on the River Heights Boulevard water line 75 project, which is still a couple weeks out. 76 • He presented seeking consultation from Environmental Health Services for industrial hygiene and 77 safety services for the asbestos removal of the old church. He placed some Information in the 78 Drive, which he asked council members to review before next week's meeting, when It will be on 79 the agenda. The work of EHS would drive down the price of the asbestos removal bid. He 80 discussed the phases. In 2015 they gave the city a quote of $15,000 for the job. Today they have 81 agreed to keep their fee the same. The attorney is reviewing the documents now. 82 Recorder Lind and Councilmember Wright didn't have anything to report. 83 Councilmember Gallup 84 • Apple Days was a success and well organized. 85 Councilmember Glover 86 • A 60-day invoice hadn't yet been paid to CRS for the traffic counts. He was told it had been 87 approved. 88 • He had met with Dan Hogan in Saddlerock yesterday to discuss the things Mr. Hogan still had 89 undone on his punch list. They determined a lot of the streetlights are ready to get turned on. 90 Mayor Thompson informed there was to be no more coordination with Mr. Hogan. He was sent a River Heights City Council Meeting, 8/30/22 135 Adoption of Changes to the City Code Regarding Dwelling Definitions: Councilmember Wright 136 explained that when they adopted the R-PUD ordinance they referred to some dwelling types, which 137 didn't end up In the definitions section of the Zoning Ordinance. The changes before them were 138 discussed. Mr. Wright said Commissioner Cooley had checked with state code and felt the dwellings the 139 city allowed were sufficient. 140 Councilmember Wright moved to "adopt Ordinance 8-2022, An Ordinance to Adopt Changes to 141 the City Code of River Heights, Utah/' Councilmember Gallup seconded the motion, which passed with 142 Gallup, Glover, Mathews, Mllbank,and Wright In favor. No one opposed. 143 Adoption of a Resolution Authorizing the Disposal of Personal Property Belonging to River Heights 144 CItv: Recorder Lind explained that past Treasurer Wendy Wilker had requested 2 monitors, a keyboard, 145 and mouse which she was willing to pay the city for. Because they were extras to the city, and at the last 146 meeting, they Council expressed their desire to give the equipment to Ms. Wllker for free. Mayor 147 Thompson had discussed It with the city attorney who said if the city designated the items as surplus, they 148 could give them to Ms. Wilker. 149 Councilmember Gallup moved to "adopt Resolution 3-2022, A Resolution Authorizing the 150 Disposal of Personal Property Belonging to River Heights City." Councilmember Mllbank seconded the 151 motion, which passed with Gallup, Glover, Mathews, Mllbank, and Wright In favor. No one opposed. 152 The meeting adjourned at 7:40 p.m. 153 154 155 156 Sheila Lind, Recorder 157 158 159 Jason Thompson, Mayor River Heights City Council Meeting, 8/30/22 91 list of things he needed to have done by a certain deadline which has now passed. The mayor had 92 asked PWD Nelson to hire contractors and others to accomplish the list. Once they were finished 93 and paid for by the city, the bills would be sent to Mr. Hogan, with additional costs for the city's 94 trouble, all of which had been stated In a letter to Mr. Hogan. 95 • He asked when they could finish the General Plan revisions. 96 Councilmember Mathews 97 • She Informed there had been kids playing Inside the Old Church building, by access of the 98 unsecured boarded window. Mayor Thompson asked for some no trespassing signs. 99 Councilmember Mathews asked If there was anything else the city could do with the building 100 besides tear It down. Mayor Thompson answered there were probably some projects which 101 would pencil out but didn't feel they would be approved by the council and neighborhood. 102 Councilmember Mllbank 103 • He wanted to put 4 dog signs around the park and planned to get 2-3 dog waste stations. Mayor 104 Thompson had some suggestions on the wording of the sign, to avoid confusion. Mr. Mllbank 105 explained they would be all-weather signs made by Square One. 106 • He reviewed the park punch list. One of the Items left was blo-seeding, at a cost of $7,000, which 107 would be an interim procedure to prevent erosion until It was seeded with lawn. He and PWD 108 Nelson weren't In favor. The council also agreed they could save the money by not doing It. Mr. 109 Mllbank suggested some bigger boulders In the retention ponds. 110 " He said he would fill out a purchase order for a new flagpole to be approved at the next meeting. 111 Payment approval 112 • Discussion was held on the way the format of how the Invoices were presented. Mayor Thompson 113 said he would discuss some clarifications with Treasurer Jensen. 114 • Councilmember Mllbank explained there were two bills that came In today from Cache Excavation 115 for work done on the new park. He noted It Included the bio seeding, which they decided they 116 didn't want to do. He wanted to review the bills before they were approved. 117 • Councilmember Wright suggested putting off their approval of the bills since they didn't have 118 enough descriptions to answer their questions. 119 • They agreed to pay Spencer Rasmussen for the Apple Days flyer delivery, Sharlie Gallup for 120 reimbursements. Dominion, Comcast, City of Logan, and Badger for Apple Days t-shirts. The other 121 bills listed would be presented again at their next meeting. 122 Councilmember Mllbank moved to "pay Spencer Rasmussen, Badger, City of Logan, 123 Comcast, Dominion and Sharlie Gallup." Councilmember Mathews seconded the motion, which 124 passed with Gallup, Glover, Mathews, Mllbank, and Wright in favor. No one opposed. 125 Purchase Order for Water Supplies: Mayor Thompson explained the purchase order to Mueller 126 Systems for a back stock of water line supplies in the amount of $19,640. The mayor called PWD Nelson 127 to get clarification on the Items who said the Items were only water meters. The Council each gave their 128 advice and consent(Councilmember Mllbank was temporarily out of the room). 129 Public Comment: Cindy Schaub complimented the city on Apple Days and felt it was a great event. 130 She discussed a dog sign she had seen and the softer verbiage which was used. She discussed the Old 131 Church and said Tony Johnson had a nice plan. She asked how the city would recoup the cost of tearing It 132 down. She said the grass had looked very nice lately. It was pointed out that the neighborhood didn't 133 want apartments. Mayor Thompson said he has put in a lot of thought over It. He said the city needs to 134 move forward on doing something.
