City Council Meeting
April 6, 2020
The regular Riverdale City Council meeting of April 6, 2020 was called to order at 6:00 PM by
Mayor Skuza.
Present: Ken Skuza, Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del
Kolke
Cheatley moved to approve the March 9, 2020 regular meeting minutes and corrected special
meeting minutes of March 19, 2020. Taylor seconded. Motion carried.
Orth moved to approve the bills. Cheatley seconded. Motion carried.
Skuza introduced additional items for agenda – campground, judge, budget, staff. Zimbelman
moved to approve the agenda as amended. Taylor seconded. Motion carried.
New Business:
Zimbelman moved to accept Border States quote of $8,691.10 for a pole mount capacitor.
Cheatley seconded. Motion carried.
Orth moved to rent DuraPatch machine for one month at $5,200 and order six (6) totes of
material @ $1,500/tote to address declining street conditions throughout town. Taylor
seconded. Motion carried.
Cheatley moved to approve Maguire Iron Pay Estimate 6 for $49,400.00. Taylor seconded.
Motion carried.
Taylor moved to approve gaming site authorizations for Garrison Area Improvement
Association to conduct games of chance at Iron Oar and Knight’s Bar & Grill from July 1, 2020 –
June 30, 2021. Zimbelman seconded. Motion carried.
Cheatley moved to set the Board of Equalization meeting date for Monday, April 13, 2020 at
6:00 PM. Taylor seconded. Motion carried.
Cheatley moved to not allow removable decks at Morning Star Campground. Zimbelman
seconded. Motion carried.

Due to COVID-19, Orth moved to close the campground indefinitely and revisit each month the
possibility of reopening. Cheatley seconded. Discussion ensued. Cheatley moved to amend
the motion to allow refunds to campers with assurance of maintaining their current site for
next camping season. Orth seconded. Roll call vote on the complete motion: Zimbelman nay,
Taylor nay, Cheatley aye, Orth aye, Skuza aye. Motion carried.
Notification of this action will be sent to all campers.
Zimbelman moved to not pursue the elimination of the Riverdale Municipal Court at this time.
Cheatley seconded. Motion carried.
Orth moved to not fill part-time maintenance position this season and have it available for Rod
Harrill next year if he is able to return to work. Cheatley seconded. Motion carried. Volunteers
to assist in mowing using city equipment may be necessary. Release of liability waivers and
worker’s compensation will be required.
Residents Comments:
Toni Ganje, 8th Street resident, addressed council regarding no parking allowed in blocked off
road approach. Council will take under advisement.
Reports:
Fire Dept. conducted a controlled burn at Morning Star Campground. Notification of a recall on
the fire truck was received. Maintenance on other equipment will be addressed also.
Taylor has reached out to West River and Midco for possible installation of WiFi in the
campground.
Cheatley requested Suez bill be paid in full by wire transfer.
Next meeting will be held Monday, May 11 @ 6:00 PM.
