City Council Meeting
November 9, 2020
The regular Riverdale City Council meeting of November 9, 2020 was called to order at 6:00 PM
by Mayor Skuza.
Present: Ken Skuza, Jerry Orth, Garth Zimbelman and Auditor Del Kolke
Absent: Dick Cheatley and Jonna Taylor
Orth moved to approve the October 5, 2020 meeting minutes. Zimbelman seconded. Motion
carried.
Zimbelman moved to approve the bills. Orth seconded. Motion carried.
Orth moved to approve the agenda as amended. Zimbelman seconded. Motion carried.
Guest:
Zimbelman moved to approve Maguire Iron Pay Estimate No. 12 for $61,484. Orth seconded.
Motion carried. AJ Tuck, Ulteig Engineers, reported the new water tower entered into service
October 28 and the old water tower was demolished November 3. Orth moved to approve the
Certificate of Substantial Completion for the 300,000 gallon water tower built by Maguire Iron.
Zimbelman seconded. Motion carried. Tuck stated two (2) manholes at the intersection of 3 rd
Street and Iowa Avenue have been repaired by DL Barkie. Design and specifications for the
Morning Star Campground water supply line will be complete by December with bid letting
slated for January and project completion prior to May 14, 2021.
Old Business:
Zimbelman moved to include The Riverdale Times on the city’s website. Orth seconded.
Motion carried.
New Business:
Orth moved to approve raffle permits to Ducks Unlimited for Dec. 12, 2020 event and Riverdale
Golf Club for a 50/50 raffle with the drawing to be held June 12, 2021. Zimbelman seconded.
Motion carried.
An individual with a Class II water plant operator license may be interested in our proposed
trainee position. Orth moved to set salary range of $30,000 - $60,000 with a start date of
January 1, 2021 to begin the process of hiring a water treatment operator trainee. Zimbelman
seconded. Motion carried.

Orth moved to approve Circle Control Systems quote for updating programmable logic
controllers (PLCs) and control panels at the water treatment facility in the amount of
approximately $40,000. Zimbelman seconded. Motion carried. Total project cost would
approach $50,000 when necessary programming is completed by AE2S.
Reports:
Fire Dept. assisted with old water tower demolition providing 2 brush trucks and 3 firemen for
approximately 12 hours to address small fires from welding sparks.
City hall will be closed Nov. 11 (Veteran’s Day) and Nov. 26-27 (Thanksgiving).
Zimbelman notified council of a one-time refund in the amount of $10,547.08 from Missouri
River Energy Services due to COVID-19 pandemic effects on utilities. Skuza reminded council
John Adams Addition is a special assessment district in which the property owners are required
to pursue and fund the addition of any infrastructure.
Next meeting is scheduled for Monday, December 14 at 6:00 PM.
