City Council Meeting
December 14, 2020
The regular Riverdale City Council meeting of December 14, 2020 was called to order at 6:00 by
Mayor Skuza.
Present: Ken Skuza, Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del
Kolke
Cheatley moved to approve the November 9, 2020 regular meeting minutes and special
meeting minutes of December 9, 2020. Taylor seconded. Motion carried.
Orth moved to approve the bills. Cheatley seconded. Motion carried.
Cheatley moved to approve the agenda as amended. Taylor seconded. Motion carried.
Guest:
Cheatley moved to approve Maguire Iron Pay Estimate No. 13 for $93,383.06. Taylor seconded.
Motion carried. AJ Tuck, Ulteig Engineers, provided construction plans and specifications for
Morning Star Campground Water Supply Project. Orth moved to approve the plans and specs
as presented. Cheatley seconded. Motion carried. Orth moved to authorize the project to be
bid with an addendum changing the completion date from May 15, 2021 to May 7, 2021.
Taylor seconded. Motion carried.
New Business:
Taylor contacted First District Health Unit regarding inspection report and corrections to any
noted items have been addressed. Updates to the campground rules were reviewed with
various changes approved. Parking will be addressed further. Cheatley moved to increase 2021
fees $125 per site. Orth seconded. Motion carried.
Auditor has contacted Brady Martz to conduct a complete financial audit, which is required due
to receiving an excess of $750,000 in federal funds.
Reports:
Fire Dept. responded to a house fire on Thanksgiving. Final report from the State Fire Marshall
has not yet been received so cause is unknown at this time.
City hall will be closed Dec. 24-25 (Christmas) and Jan. 1 (New Year’s Day). Auditor will also be
taking time off the last week of December.
Skuza reported Todd Martinson has accepted the employment offer.

Zimbelman received correspondence from Missouri River Energy Services outlining no change
in the supplemental power rate for 2021. Three (3) reports were received noting flickering
electrical issues and Otter Tail Power will assist with troubleshooting causes.
Cheatley indicated PLCs at the water plant will be upgraded in January.
Next meeting is scheduled for Monday, January 11 at 6:00 PM.
Meeting adjourned at 7:20 PM.
