City Council Meeting June 14, 2021 The regular Riverdale City Council meeting of June 14, 2021 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Cheatley moved to approve the May 10, 2021 meeting minutes. Taylor seconded. Motion carried. Taylor moved to approve the bills. Zimbelman seconded. Motion carried. Taylor moved to approve the agenda. Zimbelman seconded. Motion carried. Guests: Riverdale Quilt Club representatives presented a proposal to clean, paint and rehabilitate two (2) rooms in the former Credit Union space located on the north side of Plaza I to expand their work space and provide a multi-use room for community groups. Cheatley moved to allow the Riverdale Quilt Club to proceed with the revitalization of the southwest corner of the northern most section of Plaza 1 and provide a floor plan. Taylor seconded. Motion carried. Taylor moved to approve raffle permit to Riverdale Quilt Club with the drawing to be held August 10, 2021. Cheatley seconded. Motion carried. Old Business: Taylor moved to approve electrical service plan conducted by Ulteig Engineers for John Adams Addition to allow ordering of parts. Construction of electrical service installation will be managed by Roger Keller and the City will pay an estimated $1200/lot for electrical service to vacant unsold lots. Cheatley seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. Zimbelman moved to increase price of unsold John Adams Addition lots from $12,000 to $13,500 due to addition of electricity to each lot. Cheatley seconded. Motion carried. Cheatley moved to send letters to specified property owners in violation of city ordinances to clean up junk and remove items from city property within sixty (60) days. Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. Cheatley moved to approve the 2022 Police Service Contract with McLean Co. Sheriff’s Dept. at an annual cost of $30,402.12. Taylor seconded. Motion carried. 06/14/2021 Page 2 Taylor moved to not hold special election to fill vacant mayoral seat due to city election being held in 2022. Cheatley seconded. Motion carried. Cheatley moved to have Taylor serve as Vice President and be authorized on banking accounts to sign checks. Taylor seconded. Motion carried. Cheatley moved to eliminate Planning & Zoning Commission and have City Council absorb building permit approvals, zoning changes and variance requests with Alex Taylor continuing as building inspector. Taylor seconded. Motion carried. Cheatley moved to set city auditor bond at $662,500 as required by NDCC 40-13-02. Taylor seconded. Motion carried. Taylor moved to approve sale of Lot 28R Block 3 for $12,000 to John Richter. Zimbelman seconded. Motion carried. Cheatley moved to approve gaming site authorization for American Legion Post 91 at Iron Oar from July 1, 2021 – June 30, 2022. Taylor seconded. Motion carried. Zimbelman moved to approve the purchase of a 72” sweeper bucket attachment with gutter brush for Bobcat at a cost of $4,732. Taylor seconded. Motion carried. Cheatley moved to enter into a Master Services Agreement with Moore Engineering as City Engineer. Taylor seconded. Motion carried. AJ Tuck has joined Moore and recommends the City continue utilizing Ulteig Engineers for electrical projects. Taylor moved to approve DL Barkie Construction Pay Estimate No. 2 pending engineer’s review that claim does not exceed contract value. Cheatley seconded. Motion carried. Seventeen (17) gate valves are being replaced at an estimated cost of $109,000. Cheatley moved to allocate $60,000 from general fund to cover the amount exceeding the remaining funds available from water tower project loan. Taylor seconded. Motion carried. Reports: Fire Dept. responded to a vehicle accident and provided traffic control and stand-by fire containment. Fireworks will be allowed at the ball field unless fire index reaches very high, extreme or red flag warning level. Alex Taylor, building inspector, requests a fence ordinance be drafted to incorporate into current planning and zoning ordinances. 06/14/2021 Page 3 Zimbelman reported two (2) short electrical outages occurred June 9 and interruption of service due to wind on June 10 affected an area between 2nd and 3rd Streets. Due to no response from the Corps of Engineers on the installation of the recloser in the switchyard, the City will pursue congressional assistance. Cheatley noted the Kiddie Pond dike repair and Morning Star Campground water supply projects were satisfactorily completed. Next meeting is scheduled for Monday, July 12 at 6:00 PM.
