City Council Meeting May 10, 2021 The regular Riverdale City Council meeting of May 10, 2021 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Absent: Ken Skuza Cheatley moved to approve the regular meeting minutes and Board of Equalization meeting minutes of April 12, 2021. Taylor seconded. Motion carried. Taylor moved to approve the bills. Cheatley seconded. Motion carried. Zimbelman moved to approve the agenda. Cheatley seconded. Motion carried. Guests: West River Telephone (WRT) representatives were present to offer installation of WiFi at Morning Star Campground as a pilot project. The City of Riverdale would incur no cost for this service. Proposed layout would include nine (9) antennas and allow up to four (4) devices per account at an approximate cost of $50/month. Taylor moved to grant permission to WRT to install WiFi service to Morning Star Campground. Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley nay, Taylor aye. Motion carried. Cheatley moved to approve Riverdale Water Tower Change Order No. 3 which decreases the contract price $25,386 for a final total cost of $1,620,207. Zimbelman seconded. Motion carried. Cheatley moved to approve Maguire Iron Pay Estimate No. 14 for $23,412.84. Taylor seconded. Motion carried. Taylor moved to approve DL Barkie Construction Pay Estimate No. 1 for $120,929.78. Zimbelman seconded. Motion carried. Punch list items of sidewalks and asphalt will be completed this week. Cheatley moved to accept DL Barkie Construction bid in the amount of $41,940 for Kiddie Pond Dike Repair. Taylor seconded. Motion carried. Old Business: Zimbelman prepared a thorough report of possible public nuisance properties including photographs and applicable ordinances. Zimbelman moved to table until June meeting for adequate time to review the information presented. Taylor seconded. Motion carried. New Business: Cheatley moved to accept, with regret, the resignation of Ken Skuza as Mayor of Riverdale. Taylor seconded. Motion carried. 05/10/2021 Page 2 Cheatley moved to designate the Central McLean News-Journal as the official newspaper for the City of Riverdale. Taylor seconded. Motion carried. Extremely dry conditions may prompt water restrictions this season. The water treatment facility requires scheduled maintenance which cannot be performed when water is being produced. Outdoor water usage, i.e. lawn and garden watering, may be prohibited one (1) week each month or specific days in a month. Cheatley moved to approve gaming site authorizations for Garrison Area Improvement Association to conduct games of chance at Iron Oar, Knights Bar & Grill and Spillway Coffee House from July 1, 2021 – June 30, 2022. Zimbelman seconded. Motion carried. Taylor moved to table police contract. Cheatley seconded. Motion carried. Electrical service proposal for the John Adams Addition, drafted by a retired Capital Electric employee, was presented by Roger Keller. Zimbelman moved to engage Ulteig Engineers to conduct a full study of John Adams Addition electrical service installation at a cost of approximately $1,600. Taylor seconded. Motion carried. Reports: Fire Dept. conducted a controlled burn at Morning Star Campground. A last call for Firefighter Marc Schulz will be initiated at the next fire meeting. ND Legislature passed HB1463 which allows first responders on duty to carry/conceal a firearm upon meeting certain criteria. Alex Taylor, building inspector, addressed a storage shed on a vacant residential lot at the corner of 3rd Street and Iowa Avenue which does not comply with planning and zoning regulations. Cheatley moved to send a letter of violation to property owner. Taylor seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. Auditor received Equipment Breakdown Insurance Renewal from Erickson-Larsen for water treatment facility and electrical substation in the amount of $7,156. Upon discussion with local insurance agent, this policy is a duplicate of North Dakota Insurance Reserve Fund coverage. Therefore, this policy has been cancelled. Zimbelman reported a transformer issue at Riverdale High Lodge was repaired. Cheatley informed council of service work required on the crane at the water treatment facility and sensors in the clear well are being replaced. 05/10/2021 Page 3 Taylor indicated the handicap porta-potty and an additional one will be available at the Morning Star Campground this season. Next meeting is scheduled for Monday, June 14 at 6:00 PM. Meeting adjourned at 8:15 PM.
