City Council Meeting
April 12, 2021
The regular Riverdale City Council meeting of April 12, 2021 was called to order at 6:00 PM by
Mayor Skuza.
Present: Ken Skuza, Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del
Kolke
Taylor moved to approve the March 8, 2021 meeting minutes. Cheatley seconded. Motion
carried.
Cheatley moved to approve the bills. Zimbelman seconded. Motion carried.
Taylor moved to approve the agenda. Cheatley seconded. Motion carried.
Guests:
Zimbelman moved to deny request by Nathan McCleery to develop camping sites on Lot 10RB
Block 1 Monroe Addition based on precedent, zoning restrictions and easements. Taylor
seconded. Roll Call: Orth aye, Zimbelman aye, Cheatley aye, Taylor aye. Motion carried.
Cheatley moved to approve Change Order No. 1 for Morning Star Campground Water Supply
Project. Zimbelman seconded. Motion carried.
Public Comments:
Cheatley moved to approve the change of date for Women’s Club vendor show to Saturday,
July 31. Taylor seconded. Motion carried.
Old Business:
Cheatley moved to leave Morning Star Campground parking regulations as stated in 2021 Rules
which states: All camping vehicles and watercraft must be parked in rented campsite lot. Orth
seconded. Roll Call: Orth nay, Zimbelman nay, Cheatley aye, Taylor nay. Motion failed.
Taylor moved to leave parking as is with open areas for overflow and not allowing parking in
the gazebo area. Zimbelman seconded. After some discussion, Taylor retracted motion.
Taylor moved to allow three (3) designated overflow/guest parking areas for weekends and
holidays only. Zimbelman seconded. A letter and map indicating approved areas will be sent to
all campers and citations may be issued for non-compliance. This policy is to be reviewed at
season end with possible elimination or necessary changes made for future seasons. Roll Call:
Orth aye, Zimbelman aye, Cheatley nay, Taylor aye. Motion carried.
Zimbelman moved to table public nuisance properties to allow time for further review. Taylor
seconded. Motion carried.

New Business:
Taylor moved to approve sale of Lot 29R Block 3 and Lot 30R Block 3 for $12,000 per lot to Scott
and Nicole Becknell. Cheatley seconded. Motion carried.
Cheatley moved to increase Water Revenue Bond $200,000 for campground water supply
project. Taylor seconded. Motion carried.
Orth would like council to evaluate the continuation of planning and zoning board and address
the finalizing of updated ordinances.
Reports:
Fire Dept. assisted maintenance in burning of the landfill to ensure fire risks were minimized.
Orth moved to approve Riverdale Fire Dept. entering into a Mutual Aid Agreement with
Underwood Fire Dept. Taylor seconded. Motion carried.
Auditor will be attending League of Cities spring conference April 20-21 in Bismarck.
Skuza notified council Game & Fish will be using a fire hydrant in Lakeside Park for fire training.
Cheatley reported a plan for replacement of water gate valves is under way. Approximately 85
of 100 valves require attention.
Taylor reminded council repair or updating of picnic tables in the campground needs to be
addressed. Cheatley moved to give tables to current campers. Motion died for lack of a
second.
Next meeting is scheduled for Monday, May 10 at 6:00 PM.
Meeting adjourned at 7:20 PM.
