City Council Meeting March 8, 2021 The regular Riverdale City Council meeting of March 8, 2021 was called to order at 6:00 PM by Mayor Skuza. Present: Ken Skuza, Jerry Orth, Garth Zimbelman, Jonna Taylor and Auditor Del Kolke Absent: Dick Cheatley Orth moved to approve the February 8, 2021 meeting minutes. Taylor seconded. Motion carried. Orth moved to approve the bills. Taylor seconded. Motion carried. Taylor moved to approve the agenda. Orth seconded. Motion carried. Guests: Mr. Nathan McCleery, Sakakawea Enterprises, was present to discuss the possibility of developing twenty (20) seasonal camping sites on Lot 10RB Monroe Addition. Zimbelman moved to table until next meeting. Taylor seconded. Motion carried. Women’s Club representatives requested the use of the City Plaza area for a vendor show. Taylor moved to grant permission for a vendor show, sponsored by the Women’s Club, to be held Saturday, July 3 in the City Plaza area. No alcohol sales will be permitted. Orth seconded. Motion carried. Public Comments: Penny Skuza addressed accumulation of unsightly junk on Lot 2 Block 1 Monroe Addition and Lot 1 Block 2 Monroe Addition creating a public nuisance. Orth moved to table any action until next meeting. Taylor seconded. Zimbelman and Alex Taylor, building inspector, will gather pertinent ordinances and evaluate all properties in town for violation of health, safety, nuisance and zoning requirements. Old Business: Discussion continued on parking concerns at the Morning Star Campground. Zimbelman provided additional areas suitable for overflow parking. Taylor moved to table until next month to allow council time to review new information. Zimbelman seconded. Motion carried. New Business: Based on guidelines provided by Orth, public employers may pay volunteer fire chiefs a nominal fee without jeopardizing their volunteer status. Orth moved to compensate Riverdale Fire Chief $50 per month. Taylor seconded. Motion carried. 03/08/2021 Page 2 Reports: Fire Dept. responded to a fire at Wolf Creek. A mutual aid agreement with the Underwood Fire Dept. is being pursued to ensure more rapid response time and assistance when necessary. Planning and Zoning was encouraged to complete ordinance and zoning map updates. City hall will reopen to the public. Board of Equalization meeting is scheduled for Monday, April 12, 2020 at 5:30 PM. Skuza notified council assistant fire chief, Marc Schulz, passed away. Orth announced water treatment facility maintenance is scheduled for March 16 & 17. Due to the plant not being able to produce water during this time, limiting unnecessary or excessive water usage is appreciated. A lawsuit regarding electrical transmission rate overcharges was filed by Missouri River Energy Services and Western Area Power Administration on behalf of their members. The settlement results in the City of Riverdale receiving a refund of $16,556.34. Taylor reminded council picnic tables in the campground need to be replaced in the near future. Next meeting is scheduled for Monday, April 12 at 6:00 PM. Meeting adjourned at 7:20 PM.
