City Council Meeting February 8, 2021 The regular Riverdale City Council meeting of February 8, 2021 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Absent: Ken Skuza Cheatley moved to approve the January 11, 2021 meeting minutes. Taylor seconded. Motion carried. Taylor moved to approve the bills. Cheatley seconded. Motion carried. Cheatley moved to approve the agenda. Taylor seconded. Motion carried. Guest: Sheriff Kerzmann and Detective Krohmer were present to address lack of city ordinance enforcement outlined by council members. Parties agreed to a trial period of focusing on parking, speeding within city, stop sign violations and ATV/golf cart compliance. Old Business: Parking throughout the campground has become an issue, especially on weekends. Several proposed areas allowed for overflow parking were provided. Cheatley moved to table until next month. Taylor seconded. Motion carried. Primitive sites will be available for nightly use this year by friends/family of current campers and porta-potties will not be on-site for 2021 season. Clarification of who can occupy a campsite will state the registered owner of the camper must be present when site is occupied. Further, the permit holder will include registered owner, spouse and dependent children; married children with families would be considered guests requiring the recreational vehicle owner to be present. Reports: Three (3) fire department responders will be unavailable next week (Feb. 15-19). City hall will be closed Tuesday, Feb. 9 and Monday, Feb. 15 for President’s Day. Auditor accompanied Corey Olson, Director of Member Services of the North Dakota Insurance Reserve Fund and Toni Cottingham, Cottingham Insurance Agency representative as they performed an on-site visit to ensure all city buildings and outdoor property are insured and coverage values are adequate. Neptune meter reading software will require updating soon. Cheatley moved to allow up to $3200 for copy machine replacement. Zimbelman seconded. Motion carried. 02/08/2021 Page 2 Cheatley informed council of new phone number (701-301-1605). Zimbelman received feedback from a resident not in favor of continuing law enforcement contract with McLean Co. Sheriff Dept. Orth will be gone Feb. 15-19. Next meeting is scheduled for Monday, March 8 at 6:00 PM. Meeting adjourned at 7:40 PM.
