City Council Meeting August 9, 2021 The regular Riverdale City Council meeting of August 9, 2021 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley and Auditor Del Kolke Absent: Jonna Taylor Cheatley moved to approve the July 12, 2021 meeting minutes. Zimbelman seconded. Motion carried. Zimbelman moved to approve the bills. Cheatley seconded. Motion carried. Zimbelman moved to approve the agenda as amended. Cheatley seconded. Motion carried. Guest: AJ Tuck, Moore Engineering, discussed options for financial assistance for various infrastructure items. He stated State Water Commission meeting requiring city representation for cost-share funding is slated for September. American Rescue Plan Act (ARPA) funds are available to cities and are required to be used on water, sewer or broadband. Another possibility for project financing is through the Bureau of Reclamation, requiring auditor to set up account and initiate the process. Public Comments: Terry Morast, campground manager, offered to provide mowing services for the campground. Cheatley moved to pay Terry Morast $10.00/hour to mow Morning Star Campground for the remainder of the 2021 camping season. Zimbelman seconded. Motion carried. Toni Ganje, Women’s Club, provided a report on the recently held vendor show in the city plaza. The event was deemed a success and funds earned will be used for replacement of Coffee Shop flooring. Old Business: McLean County Extension Agent, along with city maintenance, performed an inspection of elm trees and noted three (3) Dutch Elm diseased trees. One is located in Lakeside Park, which the Park Board will remove, and the remaining two (2) are on city property. Auditor will request a quote from Roger Keller. New Business: Cheatley moved to approve DL Barkie Construction Pay Estimate No. 4 for $13,881.43. Zimbelman seconded. Motion carried. Cheatley moved to approve Morning Star Campground 08/09/2021 Page 2 Water Supply Change Order No. 3 which decreases the contract price $1,470 for a final total cost of $277,628.50. Zimbelman seconded. Motion carried. Zimbelman moved to approve Building Permit No. 21-4 for construction of a residence on Lot 5 Block 1 Pelican Second Addition. Cheatley seconded. Motion carried. Zimbelman moved to table employee compensation until September meeting. Cheatley seconded. Motion carried. Zimbelman moved to approve the 2022 preliminary tax levy of $90,500. Cheatley seconded. Motion carried. Budget hearing is set for September 13, 2021 at 5:30 PM. Cheatley moved to approve sale of Lot 31R Block 3 John Adams Addition for $13,500 to Garth & Lana Zimbelman. Zimbelman seconded. Motion carried. Reports: Auditor was contacted by Jake Dubbs, Western Area Power Association (WAPA) local representative based out of Bismarck, who has replaced retired Bill Radio. Orth offered providing housing as an incentive for recruiting future water treatment and maintenance employees. Monroe Addition property owner has begun clean-up efforts and has requested additional time due to personal circumstances. Zimbelman reported the transformers in the John Adams Addition have been energized. Written documentation from Roger Keller indicating completion of the project and payment of all bills is required upon which time the City will assume ownership of the electrical infrastructure.
