City Council Meeting
September 13, 2021
The regular Riverdale City Council meeting of September 13, 2021 was called to order at 6:00 by
President Orth.
Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke
Taylor moved to approve the August 9, 2021 meeting minutes. Cheatley seconded. Motion
carried.
Taylor moved to approve the bills. Cheatley seconded. Motion carried.
Cheatley moved to approve the agenda. Taylor seconded. Motion carried.
Guest:
Mr. Lee Bertsch asked for and received permission to install a culvert at 407 Dakota Avenue.
Mr. Bertsch inquired about water and sewer services for a recently acquired property in
Monroe Addition. Accessibility of services, research of city records and city engineer’s input
will be pursued to best address this request.
Public Comments:
Terry Morast, campground manager, proposed moving the volleyball play area to the commons
area where the tire is located, removing the sand from the current volleyball area and replacing
it with a concrete basketball half-court with a chain link hoop and installing horseshoe pits near
the gazebo. Council agreed to proceed with these projects.
Old Business:
Taylor moved to increase Todd Martinson’s hourly rate $1.00/hour retroactive to July 1.
Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley nay, Taylor aye. Motion carried.
New Business:
October meeting will be held October 4 at 6:00 PM.
Cheatley moved to approve sale of Lot 32R Block 3 John Adams Addition for $13,500 to Alex
Taylor. Zimbelman seconded. Motion carried.
Reports:
Auditor completed application process for American Rescue Plan Act (ARPA) funds and first
payment of $17,506.44 has been received. The second payment will be released in 2022. A
letter was sent to a property owner addressing a violation of planning and zoning regulations
regarding a shed on a vacant residential lot. After further review, this storage shed is allowed

based on the property being zoned R-2. Auditor will attend ND League of Cities Conference
September 16-18 in Bismarck.
Orth noted the Dutch elm diseased trees have been removed.
Zimbelman moved to accept the John Adams electrical project as installed, based on
correspondence from Roger Keller that the project was completed per engineer specifications
and all bills have been paid, deeming the project complete. Taylor seconded. Motion carried.
The City of Riverdale appreciates Mr. Keller coordinating and overseeing this project.
Zimbelman reported Missouri River Energy Services notified its members a 5% decrease in
wholesale power rates is expected for 2022. A transformer at 9th Street and Iowa Avenue will
be checked for possible damage. Zimbelman provided four (4) hours of mowing assistance.
Next meeting is scheduled for Monday, October 4 at 6:00 PM.
