City Council Meeting October 4, 2021 The regular Riverdale City Council meeting of October 4, 2021 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Taylor moved to approve the budget hearing minutes and regular meeting minutes of September 13, 2021. Cheatley seconded. Motion carried. Zimbelman moved to approve the bills. Taylor seconded. Motion carried. Taylor moved to approve the agenda. Cheatley seconded. Motion carried. Guests: Wayne Munson extended apology for camping on undeveloped residential lot which is prohibited per Ordinance No. 44. AJ Tuck, Moore Engineering, stated the ND Water Commission will not address the City of Riverdale’s raw water line project at their October 14 meeting. It will be slated for February meeting with a possible 60% cost share which would relocate rather than replace raw water line. Cheatley moved to adopt the Raw Water Supply, Gate Valve Improvements and Sanitary Sewer Transmission Line Replacement Professional Engineering Report. Taylor seconded. Motion carried. Old Business: Zimbelman provided a progress report of properties cited for public nuisance issues. Three (3) properties have made improvements and one (1) has not addressed the situation. New Business: Cheatley moved to approve Building Permit No. 21-5 for construction of a storage building on Lot 10A Block 1 John Adams Second Addition and Building Permit No. 21-6 for construction of a garage on Lot 1 Block 13 Original Townsite. Zimbelman seconded. Motion carried. Reports: Fire Dept. provided mutual aid to Underwood for a rural fire on Sept. 28. Orth will be unavailable Oct. 14-24. He suggested shortened Saturday hours at the landfill next season and possibly contract mowing rather than hiring seasonal staff. Zimbelman informed council of transformer issue with the recently completed electrical work in John Adams Addition. 10/04/2021 Page 2 Cheatley reported the sewer lift pump has been installed and is operating properly. The instructor of the water treatment program at Bismarck State College was contacted to help recruit a recent graduate to assist current water treatment staff. Taylor notified council campground has closed for the season and one camper was granted an extension for removal. Updates to recreational amenities are going well. Next meeting is scheduled for Monday, November 8 at 6:00 PM. Meeting adjourned at 7:10 PM.
