City Council Meeting
March 14, 2022
The regular Riverdale City Council meeting of March 14, 2022 was called to order at 6:00 PM by
President Orth.
Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke
Taylor moved to approve the February 14, 2022 meeting minutes. Cheatley seconded. Motion
carried.
Taylor moved to approve the bills. Zimbelman seconded. Motion carried.
Taylor moved to approve the agenda. Cheatley seconded. Motion carried.
Guest:
Leon Weisenberger, City of Underwood, expressed concern regarding paying for the raw water
line project stating the existing contracts with the partners do not address cost sharing for this
portion of infrastructure. Further discussion is warranted.
Old Business:
Taylor moved to purchase thirty (30) 6’ poly-covered steel picnic tables for the campground, at
a cost of approximately $819/table, with future notation of damage clause in campground rules
to ensure longevity. Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye.
Motion carried.
New Business:
City engineer, AJ Tuck, reported the Riverdale raw water supply and gate valve improvements
project was approved by the ND Water Commission for 60% cost share reimbursement of
engineering, planning and design not to exceed $225,000. Cheatley moved to accept and
execute the cost share agreement. Taylor seconded. Motion carried.
Orth proposed contracting lawn care of city property this season. Details for bid package will
be gathered and advertising will follow. Hiring of a part-time employee continues to be an
option as well.
Landfill hours for the 2022 season will be every Wednesday 4:00 – 6:00 and the first Saturday of
the month from 10:00 – 12:00. Current maintenance employees will man the landfill.
Employee compensation is tabled until April meeting. Auditor is to provide salary and benefit
data for council to review.
Reports:
Fire Dept. plans to conduct several control burns this year to contain possible spread of fire
during the expected drought conditions this year.

Auditor and maintenance are preparing the backflow prevention cross-contamination control
program documents required by the ND Dept. of Environmental Quality. Alternate budget
preparations were proposed requiring council members to gather expenditure data with the
assistance of employees. City hall will be closed March 18-23 and March 29-30.
Orth reported loader is due for 2000-hour service. Cheatley moved to approve adding Garth
Zimbelman to financial accounts, including Bravera Bank and Bank of North Dakota. Taylor
seconded. Motion carried.
Cheatley noted modem replacement at the WTF has been completed. All three (3) raw water
pumps and motors have been rebuilt/serviced. Additional rebuild kits will be purchased to
have on hand for future use.
Next meeting is scheduled for Monday, April 11 at 6:00 PM.
Meeting adjourned at 8:00 PM.
