City Council Meeting June 13, 2022 The regular Riverdale City Council meeting of June 13, 2022 was called to order at 6:00 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Taylor moved to approve the Board of Equalization meeting minutes and regular meeting minutes of May 9, 2022. Cheatley seconded. Motion carried. Zimbelman moved to approve the bills. Taylor seconded. Motion carried. Cheatley moved to approve the agenda. Zimbelman seconded. Motion carried. Guests: Kimi Fischer, food truck owner, requested space with electrical service to set up occasionally throughout the summer. Possible location would be behind Plaza I building. Installation of 50amp service will be necessary. AJ Tuck, city engineer, presented preliminary plans for the proposed gate valve replacement project. The base plan estimate is $852,000 with Alternate A which includes hydrant isolation valves costing approximately $326,000 and Alternate B which brings about 300’ of ductile iron water main up to code with an estimated cost of $47,500. Matching funds from the State Water Commission will be requested for all portions of the project. Taylor moved to approve plans and specs for gate valve replacement project. Cheatley seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. Taylor moved to authorize bid package including base plus alternatives with a bid opening date of July 11 at 3:00 PM. Cheatley seconded. Motion carried. Public Comments: Terry Morast, campground manager, has noticed several campsites needing to be mowed. He will notify those campers. Additionally, there are quite a few dead trees within the campground requiring attention. Old Business: Taylor moved to pay-off Riverdale’s portion of the water tower loan. Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley nay, Taylor aye. Motion carried. Taylor moved to remove $8.50 monthly water tower fee once the loan is paid. Zimbelman seconded. Roll Call: Zimbelman aye, Cheatley nay, Taylor nay. Motion failed. Cheatley moved to rename water tower fee to 2022 water improvement fee. Taylor seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. Cell phone tower buy-out option is tabled until July. 06/13/2022 Page 2 New Business: Cheatley moved to approve gaming site authorization for American Legion Post 91 to conduct games of chance at Iron Oar from July 1, 2022 – June 30, 2023. Taylor seconded. Motion carried. Cheatley moved to approve raffle permit to Riverdale Golf Club with the drawing to be held September 3, 2022. Taylor seconded. Motion carried. Cheatley moved to approve city auditor bond at $875,000 as required by NDCC 40-13-02. Zimbelman seconded. Motion carried. Taylor moved to approve Building Permit No. 22-3 for construction of a garage on Lot 12R Block 1 Cottonwood Terrace #3 and Building Permit No. 22-4 for construction of a garage on Lot 5 Block 7 Original Townsite. Zimbelman seconded. Motion carried. Ordinance No. 44 regarding camping on private property was briefly discussed as a few properties appear to be in violation of the seven (7) day time limit. As budget preparations begin for 2023, auditor requested guidance from council regarding employee salaries. A five percent (5%) increase will be included to have available if raises are approved next year. Cheatley has allocated additional money in the water treatment portion of the budget for an additional employee. Orth suggested an increase of $2,000 be granted to the Riverdale Ambulance Service. Reports: Orth reported a large amount of rusted nails and screws were found near the compost area. Clean-up of the area was done to prevent tire damage or personal injury. Zimbelman has completed the electrical fund budget and provided that information to the auditor. An electrical issue on 3rd Street was reported and repaired. Cheatley requested notice to residents in the monthly newsletter to not allow leaves and grass clippings to be blown/deposited into the streets as it may cause storm drains to become plugged. Also, a letter addressing clearing areas for gate valve and hydrant project will be sent prior to the beginning of construction to prevent possible damage to landscape enhancements. City hall will be closed June 17-21 and also Monday, July 4 for Independence Day. The organizational meeting for city council will be held June 28.
