City Council Meeting May 9, 2022 The regular Riverdale City Council meeting of May 9, 2022 was called to order at 6:15 PM by President Orth. Present: Jerry Orth, Garth Zimbelman, Dick Cheatley, Jonna Taylor and Auditor Del Kolke Taylor moved to approve the April 11, 2022 regular meeting minutes and special meeting minutes of April 25, 2022. Zimbelman seconded. Motion carried. Taylor moved to approve the bills. Cheatley seconded. Motion carried. Taylor moved to approve the agenda. Cheatley seconded. Motion carried. Guest: Mr. Lee Bertsch requested and received numerous documents from the City Auditor relating to water and sewer services in the Monroe Addition. Speculation of infrastructure location was offered by Mr. Bertsch with council needing to confirm the information. Item will be revisited at June meeting. Public Comments: Brenda Beran, Women’s Club representative, informed council Coffee Shop flooring is scheduled for replacement May 13-14. Auditor reported Wolf Creek Winery may offer samples and sell wine at the vendor show. Ken Skuza, Monroe Addition property owner, indicated his lot already has water and sewer and therefore he will not participate in the proposed infrastructure for that area. He also voiced his approval for proceeding with the raw water line project. Old Business: Cheatley moved to proceed with raw water supply line design phase by Moore Engineering at a cost of $501,850. Taylor seconded. Roll Call: Zimbelman aye, Cheatley aye, Taylor aye. Motion carried. New Business: Cheatley moved to designate the Central McLean News-Journal as the official newspaper for the City of Riverdale. Taylor seconded. Motion carried. Cheatley moved to approve the 2023 Police Service Contract with McLean Co. Sheriff’s Dept. at an annual cost of $32,226.24. Taylor seconded. Roll Call: Zimbleman nay, Cheatley aye, Taylor aye. Motion carried. 05/09/2022 Page 2 Reports: A buy-out option on the current land lease with American Tower Corporation has been offered. Item to be placed on June agenda. A Western Area Power Administration (WAPA) representative visited the City of Riverdale to familiarize himself with the area and electrical system. Pay-off of the water tower loan will be discussed at the June meeting. City hall will be closed Monday, May 30 for Memorial Day and also June 2-6. Orth provided cost estimate of $1800/week for contracting lawn care of city property. Cheatley moved to hire Keith Orth at an hourly rate of $15.00 for mowing with start date to be determined by conditions. Taylor seconded. Roll Call: Zimbelman nay, Cheatley aye, Taylor aye. Motion carried. Taylor reported WRT has WiFi service ready for campground opening and brochures with plan options will be forthcoming. Cheatley noted a spare variable frequency drive (VFD) at a cost of approximately $3300 was ordered. Contact was made with roofing companies to inquire on expected start dates for projects. A tour is scheduled for May 23 @ 1:00 for city officials, engineer and ND Rural Water representatives to discuss the raw water line and drive the proposed route of new line location. Zimbelman explained a power rate increase of 16.4% from WAPA will become effective Jan. 1, 2023 and raising consumer rates may be necessary. Next meeting is scheduled for Monday, June 13 at 6:00 PM.
