Special City Council Meeting
April 25, 2022
A special Riverdale City Council meeting of April 25, 2022 was called to order at 6:00 PM by
President Orth.
Present: Jerry Orth, Garth Zimbelman, Jonna Taylor and Auditor Del Kolke
Absent: Dick Cheatley
AJ Tuck, Moore Engineering, explained the raw water supply, gate valve and sanitary
improvements project through a power point presentation.
Gate Valves: City has approximately 120 gate valves which were installed in 1984 with 10
already replaced. Cost to replace remaining valves totals $900,000. Project would be funded
through the Drinking Water State Revolving Fund for a period of 30 years. Property owners
would be assessed a utility surcharge to enable repayment of loan.
Raw Water Line: Rust and corrosion are present in the 10” cast iron pipe with primary concern
being the screws and flanges. Project would be funded through the Drinking Water State
Revolving Fund for a period of 20 years. Approximate project cost is $4,000,000.
State Water Commission has approved a 60% grant for design and engineering of both projects.
Zimbelman moved to engage Moore Engineering for design phase of gate valve replacement
project at a cost of $65,675 and address raw water line at May meeting. Taylor seconded. Roll
Call: Zimbelman aye, Taylor aye. Motion carried.
