City Council Meeting August 8, 2022 The regular Riverdale City Council meeting of August 8, 2022 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Cheatley moved to approve consent agenda, setting aside Twin City Roofing bill. Fryda seconded. Motion carried. Guests: Mr. Bertsch explained his proposal for water and sewer services to his property located in Monroe Addition. Fryda moved to approve plans contingent on properly recorded easement provided to city. Dirk seconded. Discussion ensued. Fryda withdrew motion. Zimbelman moved to conditionally approve submitted plan; sewer services connected at Colorado Street and water services on Dakota Avenue; and require an easement through Lot 2 Block 2 Monroe Addition being recorded with McLean County Recorder’s Office prior to work commencing. Cheatley seconded. Roll Call: Zimbelman aye, Fryda aye, Dirk aye, Cheatley aye. Motion carried. AJ Tuck presented bid tabulation for phase 1 of gate valve replacement. Cheatley moved to approve DL Barkie bid of $614,410.60 contingent on funding agency approval. Dirk seconded. Motion carried. Brenda Beran reported another successful vendor fair was well attended with many vendors achieving favorable sales. Central McLean News-Journal showcased the event in a recent edition. New Business: Dirk authorized 1.5” insulation for shop roof at a cost of $18,532 and apprised council of his decision. Cheatley moved to approve payment to Twin City Roofing in the amount of $104,212. Zimbelman seconded. Motion carried. Zimbelman moved to approve sale of Lot 1R Block 1 John Adams Addition for $13,500 to Todd and Mandi Braun. Fryda seconded. Motion carried. Dirk will have maintenance assess stop signs throughout the city for replacement and contact vendors for pricing information. Cheatley moved to approve the 2023 preliminary budget. Zimbelman seconded. Motion carried. Budget hearing is set for September 12, 2022 at 6:00 PM. 08/08/2022 Page 2 Reports: Fire department will perform a walk-through of Reel Convenience to familiarize volunteers with emergency shut-offs and procedures. Future training will include pumping water from Kiddie Pond to truck. Taylor has noted several properties requiring attention and letters will be sent to property owners. Several residents have also been spoken to regarding possible violation of Ordinance No. 44 which limits camping on private property to seven (7) days. Zimbelman instructed maintenance to remove supports on tree rows south of campground. Items of concern at the campground include unauthorized removal of a hitch from a trailer and a maroon golf cart from town driving recklessly in the campground. Delivery of picnic tables is slated for mid-August and a lottery for placement of tables has been held. Fryda requested auditor to gather information for an emergency notification system to be utilized to inform residents of power outages, water breaks or other related matters. Dirk will evaluate city signs along Highway 200 for clean-up and possible removal. Auditor will meet with Missouri River Energy Services representative for member survey completion and participate in a virtual training event focusing on budgets and audits. American Tower’s proposal will be reviewed by legal counsel prior to execution. City hall will be closed Monday, Sept. 5 for Labor Day. Next meeting is scheduled for Monday, September 12 at 6:00 PM.
