City Council Meeting
September 12, 2022
The regular Riverdale City Council meeting of September 12, 2022 was called to order at 6:00 by
Mayor Taylor.
Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del
Kolke
Cheatley moved to approve consent agenda items. Dirk seconded. Motion carried.
Budget Hearing:
Cheatley moved to adopt the 2023 budget with a tax levy of $93,000. Zimbelman seconded.
Motion carried.
Guests:
Grant Dockter, Moore Engineering, informed council ND Dept. of Environmental Quality
approved gate valve replacement bid. Pre-construction meeting will be held late September
and contractors to begin work early October. Additionally, Corps of Engineers has granted a
license for Terracon to drill geotechnical soil borings for proposed raw waterline location.
Campground manager, Terry Morast, reported a successful 2022 camping season and will
return next year.
New Business:
Zimbelman moved to approve Building Permit No. 22-5 for garage addition on Lot 1 Block 24
Original Townsite. Fryda seconded. Motion carried.
Cheatley moved to adopt the McLean County Multi-Hazard Mitigation Plan. Dirk seconded.
Motion carried.
Discussion of Plaza Building 1 condition and main concerns include roof repair/replacement and
presence of black mold. Estimate of $150,000 to demolish the building. Recommend annual
Christmas event not be hosted in the north portion of the building.
Reports:
Fire Dept. responded to a field fire caused by a combine southeast of town on August 21.
Taylor continues to address clean-up of various properties within the city.
Zimbleman addressed backflow preventer regulations and aging spigots at Morning Star
Campground. Dirk motioned to purchase products to replace both prior to next camping
season at an approximate cost of $8,500. Zimbelman seconded. Motion carried. A written
report was also provided by Zimbelman of campground highlights.

Dirk evaluated stop signs throughout town and recommends replacement of eighteen (18) signs
and poles. Cheatley moved to approve purchase of materials quoted at an estimated cost of
$3,000. Zimbelman seconded. Motion carried.
Cheatley noted an automatic transfer switch for the water treatment plant generator is being
pursued. Due to warranty inspection, the water tower will be drained Sept. 22 and water
pressure may be reduced.
Auditor received a few proposals for emergency notification systems and is expecting a couple
more. Inspection of trees for Dutch Elm disease should be performed as several are showing
signs.
Next meeting is scheduled for Monday, October 10 at 6:00 PM.
Meeting adjourned at 7:30 PM.
