City Council Meeting

City Council Meeting October 10, 2022 The regular Riverdale City Council meeting of October 10, 2022 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Garth Zimbelman, Dave Fryda, Mike Dirk, Dick Cheatley and Auditor Del Kolke Cheatley moved to approve consent agenda items. Fryda seconded. Motion carried. Guest: Circle Sanitation representative was present to offer garbage collection proposal. Dirk moved to approve a five (5) year contract with Circle Sanitation for the period Jan. 1, 2023 – Dec. 31, 2027 and charge commercial accounts $1.00 more than Circle Sanitation contract rate which aligns with residential accounts. Cheatley seconded. Motion carried. Changes explained by representative include only garbage in tote will be accepted as collection will become automated with side collection truck and all accounts will require a large tote. Additional totes will be issued at a rate of $4.00/month if necessary. Further information will be provided when it becomes available. New Business: Cheatley moved to approve raffle permit to Ducks Unlimited for Dec. 10, 2022 event. Zimbelman seconded. Motion carried. Cheatley moved to approve Building Permit No. 22-6 for garage construction on Lot 5 Block 11 Original Townsite and Building Permit No. 22-7 at Lot 1 Block 37 Original Townsite for a storage building. Fryda seconded. Motion carried. Reports: Taylor notified council of additional correspondence sent to require corrective action by property owners to alleviate drainage concerns. Zimbelman will develop traffic flow plan through campground and request occasional police drive through. A written report of campground matters was also provided. Fryda moved to approve replacement batteries in switchgear for an estimated cost of $10,525. Cheatley seconded. Motion carried. ND Dept. of Environmental Quality conducted an inspection to determine compliance with PCB regulations and no items of concern were noted. Dirk will contact Tecta America’s office in Fargo regarding water treatment facility roofing quote. Contractor has completed trimming of trees near electrical distribution lines. Cheatley noted a meeting to discuss the raw water line route will be held Thursday, Oct. 27. 10/10/2022 Page 2 Auditor informed council of Clay attending a continuing education conference Oct. 11-13. City hall will be closed Oct. 20-21. Next meeting is scheduled for Monday, November 14 at 6:00 PM. Meeting adjourned at 7:10 PM.
