City Council Meeting
November 14, 2024
The regular Riverdale City Council meeting of November 14, 2024 was called to order at 6:00 by
President Dirk.
Present: Mike Dirk, Ken Skuza, Dave Fryda, Jerry Orth and Auditor Del Kolke
Absent: Alex Taylor
Orth moved to approve the consent agenda. Fryda seconded. Motion carried.
Guest:
Mark Kaffar, city attorney, introduced himself and explained his municipal expertise and services
offered. Orth moved to pursue digitizing city ordinances once updated and also planning and
zoning ordinances. Skuza seconded. Motion carried. When completed, flash drives with entire
content will be distributed and posted to city website.
Short-term property rentals (i.e. Airbnb, VRBO) were discussed at length. Options for the
council to consider include do nothing, not allow any additional rentals, or license current and
future establishments. Licensing would be similar to liquor licenses with applicable fees
assessed and setting limitations on the number of licenses issued. Several additional items
would be addressed such as requiring adequate insurance, maintenance, and collection of
appropriate taxes. The city can also opt to eliminate all in existence and prohibit them
completely. A committee to brainstorm ideas is suggested.
Old Business:
Orth moved to offer the McLean-Mercer Regional Library a 10-year lease at $0.25/sq ft payable
monthly and pay all utilities with a penalty of paying out remainder of total expected income if
vacated prior to the term of ten (10) years. Skuza seconded. Roll Call: Skuza aye, Fryda nay,
Orth aye. Motion carried.
Orth moved to offer the Riverdale Quilt Club a 1-year lease at $0.25/sq ft payable monthly and
pay all utilities. Skuza seconded. Roll Call: Skuza nay, Fryda nay, Orth aye. Motion failed.
New Business:
Orth moved to approve raffle permit to Ducks Unlimited for Dec. 14, 2024 event. Fryda
seconded. Motion carried.
Reports:
Dirk reported the Bobcat has an oil leak and it has been taken to Minot for repair and a loaner
has been provided. Also, the loader appears to have a seal leaking and a technician will provide
service.

Skuza would like a controlled burn done at the campground and arrangements will be made
with the fire department. Trapping of ground squirrels was completed and two (2) more trees
were removed. A proposal of allowing campers to leave campers at the campground once it has
closed for the season was discussed.
Fryda indicated a transformer in the John Adams Addition is needing to be replaced and the
large transformer north of the church is sized and located to serve all eight (8) lots. Property
owners will need to tap into that existing transformer when hooking up electrical service.
Orth mentioned the Water Advisory Board recently met and plan to meet on a quarterly basis
to address updating contract.
Next meeting is scheduled for Wednesday, December 11 at 6:00 PM.
