City Council Meeting December 11, 2024 The regular Riverdale City Council meeting of December 11, 2024 was called to order at 6:00 by Mayor Taylor. Present: Alex Taylor, Ken Skuza, Dave Fryda, Mike Dirk, Jerry Orth and Auditor Del Kolke Fryda moved to approve the consent agenda. Dirk seconded. Motion carried. Guest: Dirk moved to have Mark Kaffar draft a Memorandum of Understanding for the plaza building transfer of ownership to the McLean-Mercer Regional Library. Items to be addressed include grounds maintenance, right of first refusal by city, and legal costs responsibility. Orth seconded. Motion carried. Continued discussion of short-term rental properties addressed additional items for consideration. Property owners will be responsible for occupants and their conduct. Zoning conflicts will also be researched. Old Business: Moore Engineering will be contacted to begin preliminary work on street improvements project. New Business: Auditor was instructed to provide liquor license renewal applications to current business owners. Fryda moved to increase city employee salaries 5%. Skuza seconded. Motion carried. Jeremy Dirk - $28.90/hour Clay Kruger - $34.40/hour Del Kolke - $50,128/annually Reports: Taylor recapped a meeting held with representatives of Moore Engineering, HDR Engineering and City of Riverdale to discuss Department of Water Resources potential sites for new intakes along the Missouri River. One of the sites they’ve selected as a good option is about 3 miles north of Riverdale at Pochant Bay. This intake north of Riverdale may be a better, more feasible option for the city rather than the raw water line project across the Garrison Dam. Fryda moved to increase Morning Star Campground fees $200 for 2025 camping season. Dirk seconded. Motion carried. Skuza moved to allow campers to leave recreational vehicles parked in the campground during the off-season at a cost of $500. Skuza retracted motion. Fryda reported the transformer in the John Adams Addition has been replaced and remaining work at Reel Convenience has been completed by Otter Tail Power. 12/11/2024 Page 2 Dirk indicated the Bobcat and loader issues have been addressed and repaired. Orth moved to have Midwest Doors service overhead shop garage doors at a cost of $3,500. Fryda seconded. Motion carried. Also, contractor for the Corps of Engineers will begin riprap delivery in January for an upcoming project. Orth authorized the purchase of a compressed air dryer for the water treatment facility. Auditor met with a Corps of Engineers official from Omaha District Office to be briefed on the recloser project. City hall will be closed Dec. 13-17. Next meeting is scheduled for Wednesday, January 8 at 6:00 PM. Meeting adjourned at 7:45 PM.
