City Council Meeting February 10, 2025 The regular Riverdale City Council meeting of February 10, 2025 was called to order at 6:00 PM by Mayor Taylor. Present: Alex Taylor, Ken Skuza, Dave Fryda, Mike Dirk, Jerry Orth and Auditor Del Kolke Fryda moved to approve the consent agenda. Dirk seconded. Motion carried. Old Business: Dirk moved to accept the drafted Memorandum of Understanding transferring the Plaza 1 building to the McLean-Mercer Regional Library. Fryda seconded. Discussion followed and Dirk retracted his motion. Dirk moved to modify the MOU by eliminating the section placing a time restraint for making necessary repairs and also the buy-back option for the city. Fryda seconded. Motion carried. A preliminary short-term rental ordinance was presented and council offered revisions to be forwarded to the city attorney for consideration. Ordinance No. 44 requires developed/undeveloped property be defined prior to modification. Additionally, a fine for infraction will be included to allow enforcement. New Business: Auditor will advertise for two (2) weeks the vacant water plant operator/public works position with a starting wage of $30.00/hour. Skuza moved to transfer $50,000 from Electrical Enterprise Fund to General Fund, $50,000 from Electrical Enterprise Fund to Electrical Capital Improvement Project Fund, and $75,000 from Campground Enterprise Fund to General Fund. Fryda seconded. Motion carried. Reports: Fire Dept. is considering the purchase of an air compressor. Taylor explained Kevin Kalvoda, building inspector, is now with Brosz Engineering and we will be required to enter into a service agreement with this firm to continue his services. Skuza provided council a preliminary Storage Rental Agreement for campers to remain on-site during the off-season. Council to review and provide comments. Fryda indicated another transformer has been sent in to T & R Electric to be refurbished. Orth reported on the latest water advisory board meeting. Continuing efforts to modify existing contracts are going well. The water treatment facility experienced a data issue that is being rectified. 02/10/2025 Page 2 City hall will be closed Monday, Feb. 17 for President’s Day. Next meeting is scheduled for Monday, March 10 at 6:00 PM. Meeting adjourned at 8:10 PM.
