Electric Items 3 REJECTION OF BIDS FOR THE INSTALLATION OF TWO STEEL POLE CONCRETE FOUNDATIONS AS PART OF THE STREETER GRADE SEPARATION PROJECT, BID NO 7189 That the Board of Public Utilities reject all bids received for construction of two concrete foundations to support two steel poles as part of the Streeter Grade Separation Project, Bid No. 7189. RPU-7187 That the Board of Public Utilities: 1. Approve the estimated capital expenditure of $71,000 for Work Order No. 1401632 and $71,000 for Work Order No. 1406287, which includes all design, construction, change order contingencies, construction management, and inspection for the Riverside Canal Slide Gate Replacement Project at La Cadena Drive, Bid No. RPU-7187; 2. Determine that the bid submitted by C.P. Construction Co., Inc., of Ontario, California, in the amount of $99,145, is non-responsive; and 3. Award a contract for the construction of the Riverside Canal Slide Gate Replacement Project at La Cadena Drive, Bid No. RPU-7187 to the lowest responsive bidder, Cora Constructors, Inc., of Palm Desert, California, in the amount of $114,740. Attachments: Report Map 5 CONSTRUCTION OF THE MOUNT VERNON AVENUE WATER UTILITY RELOCATION PROJECT – AWARD OF BID NO. RPU-7201 That the Board of Public Utilities: 1. Approve the capital expenditure of $121,277 for Work Order No. 1319972, which includes all design, construction, change order contingencies, system connections, construction management, inspection and geotechnical testing for the Mount Vernon Avenue Water Utility Relocation Project, Bid No. RPU-7201; 2. Determine that the bid submitted by VCI Construction, Inc. of Upland, California, in the amount of $53,440, is non-responsive; and 3. Award a contract for the construction of the Mount Vernon Avenue Water Utility Relocation Project, Bid No. RPU-7201 to the lowest responsive bidder, Hemet Manufacturing Company, Inc. dba Genesis Construction, of Hemet, California, in the amount of $56,777. Attachments: Report Map City of Riverside Page 3 Printed on 11/8/2013 Board of Public Utilities Agenda November 15, 2013 6 FIRST AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL CONSULTANT SERVICES FOR THE WATER ENERGY MANAGEMENT PLAN PROJECT That the Board of Public Utilities approve a First Amendment to the Professional Service Agreement with Kennedy/Jenks Consultants for professional consulting for the Water Energy Management Master Plan Study Project to extend the term through April 30, 2014. Attachments: Report Agreement Other Items 7 PURCHASE OF REPLACEMENT BILL INSERTER MACHINE IN ACCORDANCE WITH PURCHASING RESOLUTION 22576, SECTION 201 (F) That the Board of Public Utilities approve the purchase of a replacement bill inserter machine for $153,475 and the annual maintenance agreement for $11,933 in accordance with Purchasing Resolution 22576, Section 201 (f). Attachments: Report Agreement City of Riverside Page 4 Printed on 11/8/2013 Board of Public Utilities Agenda November 15, 2013 DISCUSSION CALENDAR 8 POWER PURCHASE AGREEMENT BETWEEN FPL ENERGY CABAZON WIND AND THE CITY OF RIVERSIDE – CABAZON WIND ENERGY PROJECT That the Board of Public Utilities conceptually approve and recommend that the City Council: 1. Approve the ten-year Power Purchase Agreement (PPA) between FPL Energy Cabazon Wind, LLC and the City of Riverside to provide renewable wind energy and Renewable Energy Credits from the Cabazon Wind Energy Center in Cabazon, California; 2. Authorize the City Manager, or his designee, to execute the PPA, as well as any future amendments or extensions to the PPA under terms and conditions substantially similar or superior to this PPA; 3. Authorize the City Manager, or his designee, to execute any documents necessary to administer the PPA; and 4. Authorize the City Manager, or his designee, to terminate the PPA for circumstances provided in the PPA (e.g., Project does not complete all the necessary certification with the CAISO and the CEC or the annual performance standard is not met). (presentation by Reiko Kerr – 10 min) Attachments: Report Agreement 9 CONSTRUCTION OF THE RIVERSIDE AVENUE RAILROAD GRADE SEPARATION WATER PIPELINE RELOCATION PROJECT – WORK ORDER NO. 1117678 That the Board of Public Utilities approve the capital expenditure of $1,329,465 for Work Order No. 1117678, which includes all design, construction, change order contingencies, system connections, construction management, inspection and geotechnical testing for the Riverside Avenue Railroad Grade Separation Water Pipeline Relocation Project. Approve the estimated capital expenditure for Work Order No. 1202319 in the amount of $616,200 for the reconfiguration of the electric distribution system as part of Public Works’ Riverside Avenue Railroad Grade Separation Project; and 2. Approve the estimated capital expenditure for Work Order No. 1320045 in the amount of $159,354 for the installation of 13 street lights and relocation of five existing lights.
