CONSENT CALENDAR All matters listed under the CONSENT CALENDAR are considered routine by the Board of Public Utilities and may be enacted by one motion in the form listed below. There will be no separate discussion of these items unless, before the Board of Public Utilities votes on the motion to adopt, Members of the Board of Public Utilities or the Public Utilities General Manager, or his designee, request specific items be removed from the Consent Calendar for separate action. Removed consent items will be discussed immediately after adoption of the balance of the Consent Calendar. Electric Items 4 UNDERGROUND ELECTRICAL INSTALLATION NEAR LA SIERRA AVENUE AND CAMPBELL AVENUE FOR NEW TRACT 34794, 76 SINGLE FAMILY RESIDENCE - WORK ORDER NO. 1516824 That the Board of Public Utilities approve the estimated capital expenditure of $107,000 for Work Order No. 1516824 for the installation of underground electrical distribution facilities for Tract 34794. Attachments: Report Map City of Riverside Page 2 Printed on 5/12/2015 Board of Public Utilities Agenda - Revised May 15, 2015 Other Items 5 ANNUAL RETAIL ELECTRIC PROVIDER POWER SOURCE DISCLOSURE REPORT TO THE CALIFORNIA ENERGY COMMISSION, ANNUAL POWER CONTENT LABEL, AND ATTESTATION That the Board of Public Utilities: 1. Approve the Annual Retail Electric Provider’s Report for calendar year 2014; 2. Attest as to the accuracy of the Annual Retail Electric Provider’s Report; 3. Approve the annual Power Content Label for calendar year 2014; and 4. Authorize the City Manager, or his designee, to execute and submit the attestation. Attachments: Report Attachment 1 Attachment 2 6 REIMBURSEMENT RESOLUTION – WATER UTILITY That the Board of Public Utilities recommend that City Council adopt the Water Utility Reimbursement Resolution to provide the future option of using bond funds instead of operating funds for capital financing requirements with the understanding that reserve funds will be used for capital needs in the interim period. Attachments: Report Resolution 7 AGREEMENT FOR PROFESSIONAL SERVICE SERVICES FOR THE WATER COST OF SERVICE ANALYSIS AND RATE DESIGN That the Board of Public Utilities approve a Professional Services Agreement with Carollo Engineers, Inc., of Riverside, California, in an amount not to exceed $125,373 for the purpose of conducting a Water Cost of Service Analysis and Rate Design Project. Individual audience participation is limited to 3 minutes. 8 INTERMOUNTAIN POWER PROJECT RENEWAL AGREEMENTS BETWEEN INTERMOUNTAIN POWER AGENCY (IPA) AND THE CITY OF RIVERSIDE (RIVERSIDE) That the Board of Public Utilities recommend that the City Council: 1. Find that the approval of these agreements are categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to Sections 15302 and 15061(b)(3) of the CEQA Guidelines; 2. Approve the Second Amendatory Power Sales Contract (2APSC) between IPA and Riverside; 3. Authorize the City Manager, or his designee, to execute the 2APSC under the terms and conditions specified in the 2APSC; 4. Authorize the City Manager or his designee(s) to participate in the IPP Renewal Project (RP) subscription process administered by the IPA for a project participation up to 5% or approximately 60 MW (assuming cost effectiveness in comparison to other similar resources); 5. Authorize the City Manager, or his designee to execute the Renewal Power Sales Contract (RPSC) and as applicable, the Renewal Excess Power Sales Agreement (REPSA) throughout the RP subscription process and upon the completion of IPP RP subscription process, report back to City Council and the Board of Public Utilities the final subscription result of the Renewal Project; and 6. Authorize the City Manager, or his designee, to execute any documents necessary to administer the 2APSC, the RPSC and the REPSA, collectively the IPP Renewal Agreements (“Renewal Agreements”) that are consistent with the policies established by the City Council.
