MISSION STATEMENT
The City of Riverside Public Utilities Department is committed to the highest quality
water and electric services at the lowest possible rates to benefit the community
The City of Riverside wishes to make all of its public meetings accessible to the public.

the jurisdiction of the Riverside Public Utilities Board - Individual audience
participation is limited to 3 minutes and you will be asked to state your name and
city of residence. Please complete and submit a speaker card to the Board
Secretary.
CONSENT CALENDAR
All matters listed under the CONSENT CALENDAR are considered routine by the Board
of Public Utilities and may be enacted by one motion in the form listed below. There will
be no separate discussion of these items unless, before the Board of Public Utilities votes
on the motion to adopt, Members of the Board of Public Utilities or the Public Utilities
General Manager, or his designee, request specific items be removed from the Consent
Calendar for separate action. Removed consent items will be discussed immediately after
adoption of the balance of the Consent Calendar.

4 SEVENTEENTH AMENDMENT TO AGREEMENT FOR USE OF LOW INCOME
UTILITY BILL AND DEPOSIT ASSISTANCE FUNDS WITH THE COMMUNITY
ACTION PARTNERSHIP OF RIVERSIDE COUNTY, ANNUAL RENEWAL OF
THE SHARING HOUSEHOLDS ASSIST RIVERSIDE’S ENERGY PROGRAM
AGREEMENT– IN THE AMOUNT OF $1,000,000
That the Board of Public Utilities recommend that the City Council:
1. Approve the Seventeenth Amendment to the Agreement for use of
Low-Income Utility Bill and Deposit Assistance Funds with the Community Action
Partnership of Riverside County to extend the Sharing Households Assist
Riverside’s Energy program from July 1, 2017, through June 30, 2018, in the
amount of $1,000,000;
2. Authorize the City Manager, or his designee, to approve change orders up to
a maximum of 10%, or $100,000;
3. Direct Staff to seek approval by Board of Public Utilities and City Council for
change orders over 10%, not to exceed 25%, or $250,000; and
4. Authorize the City Manager, or his designee, to execute the Seventeenth
Amendment to the Agreement for use of Low-Income Utility Bill and Deposit
Assistance Funds with the Community Action Partnership of Riverside County,
including making non-substantive changes.

That the Board of Public Utilities approve a Professional Consultant Services
Agreement with Stephen Blum dba Tellus Venture Associates of Pacifica,
California, for $175,000 for implementation of phases 1 and 2 of Magellan’s Fiber
Business Model.

That the Board of Public Utilities:
1. Reject as non-responsive the bids submitted by Davey Resource Group of
Kent, Ohio, in the amount of $2,260,785.27 (Overhead and Underground
schedules), Intec Services, Inc. of Fort Collins, Colorado, in the amount of
$565,815.00, and Henkels & McCoy of Pomona, California, in the amount of
$1,451,055.00;
2. Award Bid No. RPU-7461 to Osmose Utilities Services, Inc. of Peachtree City,
Georgia, for a term of three years, in the amount of $2,537,640 for the General
Order 165 Overhead Electric Distribution Inspection Program; and
3. Approve Work Order No. 1722605 in the amount of $2,844,000.
