PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to

of interest to the Commission, including items on the Consent Calendar.
This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.
Materials related to an item on this Agenda submitted to the City Planning Commission
after distribution of the agenda packet are available for public inspection in the Planning
Division office during normal business hours.
MISCELLANEOUS PLANNING AND ZONING ITEMS
1 Presentation by Al Zelinka, Community Development Director, on the upcoming
Smart Code.
9 A.M.--PUBLIC HEARINGS
2 PLANNING CASE P13-0294: Proposal by David Kazner of AT&T Mobility, on
behalf of 5700 Van Buren Blvd, LLC and 5700 River LLC, to consider a Conditional
Use Permit to construct a 75-foot high wireless telecommunications facility
camouflaged as a pine tree, on an approximately 8.37 acre site developed with a
shopping center, located at 5700 Van Buren Boulevard, situated on the
northwesterly corner of Van Buren Boulevard and Philbin Avenue, in the CR –
Commercial Retail Zone, in Ward 6. It is recommended that the Planning
Commission recommend to the City Council adoption of a Negative Declaration in

3 PLANNING CASES P13-0364 AND P13-0365: Proposal by Joseph Karaki of
Western States Engineering Inc., on behalf of A.L.T.A. Mohamad Khalad, to
consider: 1) a Conditional Use Permit to remove the northerly gasoline canopy
and dispensers and vehicle repair facility to facilitate redevelopment of
approximately 0.51 acres with a renovated vehicle fuel station, including a 2,941
square-foot convenience store and self-service automated single bay car wash;
and 2) the Design Review of the plot plan and building elevations for the proposed
site improvements. The project site is located at 3399 Adams Street and situated
on the southeasterly corner of Adams Street and Indiana Avenue, in the CG-SP –
Commercial General and Specific Plan (Riverside Auto Center) Overlay Zones, in
Ward 4. It has been determined that this proposal is an exempt project per
California Environmental Quality Act (CEQA) Section 15302 (Replacement and

4 PLANNING CASES P10-0212 AND P10-0213: Proposal by Santa Barbara
Transportation Corporation (dba: Student Transportation of America, Inc.) to
consider a Conditional Use Permit and the Design Review of a plot plan to legalize
the expansion of an existing nonconforming bus yard on approximately 8.5 acres
located at 1989 and 2069 Massachusetts Avenue, situated on the northeasterly
corner of Massachusetts Avenue and Kansas Avenue in the I - General Industrial
Zone, in Ward 1. It is recommended that the Planning Commission recommend to
the City Council adoption of a Negative Declaration in conjunction with these

5 PLANNING CASES P13-0181 AND P13-0182: Proposal by Kathy Oswalt of Miller
Architectural Corporation, on behalf of Queen of Angels Catholic Church, to
consider a Conditional Use Permit to allow for a proposed church expansion,
consisting of the construction of a 23,124 square-foot sanctuary building with
1,541 fixed seats and 258 additional parking spaces, on an approximately 10.61
acre site developed with an 8,206 square-foot parish hall, ancillary church
buildings and a surface parking lot; and the Design Review of a plot plan and
building elevations for the proposed sanctuary building and parking lot expansion,
located at 4824 Jones Avenue, situated on the northwesterly corner of Jones and
Wells Avenues, in the RR – Rural Residential Zone, in Ward 7. It is recommended
that the Planning Commission recommend to the City Council adoption of a
