PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.

This is the portion of the meeting specifically set aside to invite your comments on matters
of interest to the Commission, including items on the Consent Calendar.
This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.

9 A.M.--PUBLIC HEARINGS
2 PLANNING CASES P13-0324, P13-0325, P13-0326 AND P13-0327 (Continued
from February 6, 2014): Proposal by Steve Berzansky of Steven Walker
Communities to consider: 1) an amendment to the Riverwalk Vista Specific Plan to
allow a transit-oriented residential development adjacent to the existing La Sierra
Metrolink Station where only commercial development is currently allowed per the
Specific Plan; 2) an amendment to Title 19 of the Riverside Municipal Code
(Zoning Code) to rezone approximately 3.7 acres of a larger 13 acre site from the
R-1-7000-SP – Single Family Residential and Specific Plan (Riverwalk Vista)
Overlay Zones to the MU-U-SP – Mixed Use Urban and Specific Plan (Riverwalk
Vista) Overlay Zones; and 3) the Site Plan Review and Design Review of the plot
plan and building elevations related to the construction of a 187 unit phased
multiple family residential development, including common and private amenities
and covered and uncovered surface parking on approximately 3.7 vacant acres of
a larger 13 acre site, situated on the northerly side of Indiana Avenue and easterly
of La Sierra Avenue, in Ward 5. It is recommended that the Planning Commission
recommend to the City Council adoption of a Mitigated Negative Declaration in

3 PLANNING CASES P12-0799 AND P12-0800: Proposal by Steve Berzansky of
Steven Walker Communities to consider Tentative Tract Map 36516 to subdivide a
1.26 acre parcel into 7 single family residential lots; and the Design Review of a
plot plan and building elevations for the proposed single family residences with
detached garages, situated on the westerly side of Palm Avenue between
Beechwood and Highland Places, in Ward 1. It is recommended that the City
Planning Commission recommend to the City Council adoption of a Negative

Architects, to consider a Conditional Use Permit and Design Review related to the
conversion of an existing 212 unit independent senior housing complex to provide
a combination of 116 assisted senior living units and 110 existing independent
senior units, as well as minor modifications to the site plan and amenities on an
approximately seven acre site currently developed with two residential buildings
located at 7858 & 7898 California Avenue, situated on the southeast corner of
California Avenue and Jefferson Street, in the R-1-7000 – Single Family
Residential Zone in Ward 3. It has been determined that this proposal is an
exempt project per California Environmental Quality Act (CEQA) Section 15301
