This portion of the agenda will be limited to a cumulative total of 15 minutes, with individual speakers limited to a maximum time limit of 3 minutes. Materials related to an item on this Agenda submitted to the City Planning Commission after distribution of the agenda packet are available for public inspection in the Planning Division office during normal business hours. 9 A.M.--PUBLIC HEARINGS 1 PLANNING CASES P13-0324, P13-0325, P13-0326 AND P13-0327 (Continued from March 6, 2014): Proposal by Steve Berzansky of Steven Walker Communities to consider: 1) an amendment to the Riverwalk Vista Specific Plan to allow a transit-oriented residential development adjacent to the existing La Sierra Metrolink Station where only commercial development is currently allowed per the Specific Plan; 2) an amendment to Title 19 of the Riverside Municipal Code (Zoning Code) to rezone approximately 3.7 acres of a larger 13 acre site from the R-1-7000-SP – Single Family Residential and Specific Plan (Riverwalk Vista) Overlay Zones to the MU-U-SP – Mixed Use Urban and Specific Plan (Riverwalk Vista) Overlay Zones; and 3) the Site Plan Review and Design Review of the plot plan and building elevations related to the construction of a 187 unit phased multiple family residential development, including common and private amenities and covered and uncovered surface parking on approximately 3.7 vacant acres of a larger 13 acre site, situated on the northerly side of Indiana Avenue and easterly of La Sierra Avenue, in Ward 5. It is recommended that the Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with these cases. It is recommended that the City Planning Commission recommend to the City Council adoption of a Negative Declaration in conjunction with these cases. It is recommended that the City Planning Commission recommend to the City Council adoption of a Mitigated Negative Declaration in conjunction with these cases. This proposal also involves 1) a General Plan Amendment to amend the land use designation from DSP – Downtown Specific Plan to RCHSP – Riverside Community Hospital Specific Plan; 2) an amendment to the Zoning Code (Title 19 of the Municipal Code) to rezone the subject site from the DSP-HC Downtown Specific Plan – Health Care District to the newly created RCHSP – Riverside Community Hospital Specific Plan Zone with appropriate Planning Areas internal to the campus; 3) removal of the Riverside Community Hospital campus from the Downtown Specific Plan Health Care District; and 4) the Plot Plan and Design Review of the site plan and building elevations for the development of Phase I, consisting of the removal of 69 parking spaces and demolition of Medical Office Building N to facilitate the construction a 251,500 square foot, seven story hospital bed tower, located at 4445 Magnolia Avenue, generally bounded by Magnolia Avenue to the east, Fourteenth Street to the north, Brockton Avenue to the west, and Tequesquite Avenue to the south, in Ward 1. It has been determined that this proposal is exempt from California Environmental Quality Act (CEQA) review pursuant to Section 15061(b)(3) as it can be seen with certainty that the project will not result in a significant effect on the environment.
