PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
Oral communications from the audience relating to any of the agenda items are limited to
three minutes, and you will be asked to state your name and city of residence.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.

PLANNING/ZONING MATTERS FROM THE AUDIENCE
This is the portion of the meeting specifically set aside to invite your comments on matters
of interest to the Commission, including items on the Consent Calendar.
This portion of the agenda will be limited to a cumulative total of 15 minutes, with
individual speakers limited to a maximum time limit of 3 minutes. Further discussion of any
matter beyond 15 minutes will be continued to following the public hearing calendar or
scheduled for a later agenda. If there is no one from the audience wishing to speak, the
Commission will move to the Consent Calendar.
Materials related to an item on this Agenda submitted to the City Planning Commission
after distribution of the agenda packet are available for public inspection in the Planning
Division office during normal business hours.

1 PLANNING CASES P13-0553, P13-0554, P13-0583 AND P14-0065 (Continued
from August 7, 2014): Proposal by Kevin Kohan of The Planning Associates on
behalf of Paul A. Newkirk of Emri-Newkirk Properties, LLC to consider: 1) a
General Plan Amendment to amend the General Plan land use designation from C
– Commercial to VHDR – Very High Density Residential; 2) a Specific Plan
Amendment to amend the land use from Commercial and Auto Center to
Apartments; 3) a Zoning Code Map Amendment to amend the zoning designation
from CG-WC-SP – Commercial General, Water Course and Specific Plan
(Sycamore Highlands) Overlay Zones and CG-SP – Commercial General and
Specific Plan (Sycamore Highlands) Overlay Zones to the R-4-SP – Multiple
Family Residential and Specific Plan (Sycamore Highlands) Overlay Zones; and 4)
the Site Plan and Design Review of the plot plan and building elevations related to
the construction of a 275-unit multiple family residential development, including
common and private amenities and covered and uncovered surface parking, on
two contiguous parcels, totaling approximately 10.26 acres, located at 5940 and
5980 Sycamore Canyon Boulevard, situated on the easterly side of Sycamore
Canyon Boulevard, between Dan Kipper Drive and Lochmoor Drive, in Ward 2. It
is recommended that the Planning Commission recommend to the City Council
adoption of a Mitigated Negative Declaration in conjunction with these cases.

MISCELLANEOUS PLANNING AND ZONING ITEMS
2 PLANNING COMMISSION WORKSHOP – PLANNING CASES P14-0221 &
P14-0216 : Proposal by Pacific Medical Buildings and Jacobs Development
Company on behalf of Riverside County Office of Education to consider
preliminary feedback regarding the proposal plot plan and building elevations to
establish a three-story, 65,281 square foot medical office building with related
parking on approximately 4.2 acres located at 4577 and 4489 Brockton Avenue,
situated on the northwest corner of Brockton and Tequesquite Avenues, in the
DSP Downtown Specific Plan – Health Care District and the CG – Commercial
General Zones, in Ward 1. The subject property is an archeological site known as
Riverside’s Second Chinatown, City Landmark #19, County Landmark, State Point
of Historical Interest and listed on the National Register of Historic Places. The
proposal will be subject to an Environmental Impact Report and a Certificate of
Appropriateness to be considered at a later date. No action will be taken by the
