No item will be heard before its scheduled time, but may be heard later in the meeting. City Planning Commission action on all items may be appealed to the City Council within ten calendar days for zoning and map cases. Contact the Planning Division for further information. State law restricts the City Planning Commission from taking action on an item unless it has been included on an agenda and posted at least 72 hours in advance of a meeting, or unless the matter falls within one of the narrow exceptions. Consequently, any item not listed on this agenda will normally have to be delayed until the item can be made part of a posted agenda. Additionally, significant changes to a project made subsequent to posting of the agenda and not addressed in the City Planning Commission staff report will result in continuance of that item in order to allow for adequate review by the Commission. The City of Riverside wishes to make all of its public meetings accessible to the public. Individual audience participation is limited to 3 minutes. 2 PLANNING CASES P13-0553, P13-0554, P13-0583 AND P14-0065 (Continued from September 18, 2014): Proposal by Kevin Kohan of The Planning Associates on behalf of Paul A. Newkirk of Emri-Newkirk Properties, LLC to consider: 1) a General Plan Amendment to amend the General Plan land use designation from C – Commercial to VHDR – Very High Density Residential; 2) a Specific Plan Amendment to amend the land use from Commercial and Auto Center to Apartments; 3) a Zoning Code Map Amendment to amend the zoning designation from CG-WC-SP – Commercial General, Water Course and Specific Plan (Sycamore Highlands) Overlay Zones and CG-SP – Commercial General and Specific Plan (Sycamore Highlands) Overlay Zones to the R-4-SP – Multiple Family Residential and Specific Plan (Sycamore Highlands) Overlay Zones; and 4) the Site Plan and Design Review, with relatead variances, of the plot plan and building elevations related to the construction of a 275-unit multiple family residential development, including common and private amenities and covered and uncovered surface parking, on two contiguous parcels, totaling approximately 10.26 acres, located at 5940 and 5980 Sycamore Canyon Boulevard, situated on the easterly side of Sycamore Canyon Boulevard, between Dan Kipper Drive and Lochmoor Drive, in Ward 2. The project site is located on a vacant site at 10952 Magnolia Avenue, situated on the southerly side of Magnolia Avenue, between Park Sierra Avenue and La Sierra Avenue, located adjacent to the existing “Walgreens”, in the CR-X-10-SP – Commercial Retail and Building Setback (10 feet from Magnolia Avenue), and Specific Plan (Magnolia Avenue) Overlay Zones, in Ward 6. It is recommended that the Planning Commission recommend to the City Council adoption of a Negative Declaration in conjunction with this case.
