PLEASE NOTE: The scheduled hearing times are approximate. No item will be heard
before its scheduled time, but may be heard later in the meeting.
City Planning Commission action on all items may be appealed to the City Council within
ten calendar days for zoning and map cases. Contact the Planning Division for further
information.
State law restricts the City Planning Commission from taking action on an item unless it
has been included on an agenda and posted at least 72 hours in advance of a meeting, or
unless the matter falls within one of the narrow exceptions. Consequently, any item not
listed on this agenda will normally have to be delayed until the item can be made part of a
posted agenda. Additionally, significant changes to a project made subsequent to posting
of the agenda and not addressed in the City Planning Commission staff report will result in
continuance of that item in order to allow for adequate review by the Commission.
The City of Riverside wishes to make all of its public meetings accessible to the public.
Upon request, this agenda will be made available in appropriate alternative formats to
persons with disabilities, as required by 42 U.S.C. §12132 of the Americans with

Darrin Olson of Mission Lofts, LLC to consider approval of the following requests
to permit a mixed-use development consisting of 212 residential units, 1,221
square feet of commercial space and 315 surface parking spaces: 1) amend the
General Plan land use designation from MU-V – Mixed Use-Village, B/OP –
Business/Office Park, I – Industrial to MU-U – Mixed Use-Urban; 2) amend the
zoning designation from I-SP-CR – Industrial Specific Plan (Marketplace Specific
Plan) – Cultural Resources (Seventh Street East Historic District) Overlay Zones,
BMP-SP-CR – Business and Manufacturing Park – Specific Plan (Marketplace
Specific Plan) – Cultural Resources (Seventh Street East Historic District) Overlay
Zones, BMP-SP – Business and Manufacturing – Specific Plan (Marketplace
Specific Plan) Overlay Zone, CR-SP – Commercial Retail – Specific Plan (Market

Economic Development Department has determined that the proposed project will
not have a significant effect on the environment and is recommending that a

3 PLANNING CASE P15-1098: Proposal by Stuart Beck of GB Architecture to
consider a Conditional Use Permit for the establishment of a Veterinary Clinic in a
2,010 square foot lease space within the Mission Grove Plaza, located at 141 East
Alessandro Boulevard, Unit D, situated at the southeast corner of Alessandro
Boulevard and Trautwein Road, in the CR-SP - Commercial Retail and Specific
Plan (Mission Grove) Overlay Zones, in Ward 4. The Planning Division of the
Community & Economic Development Department is recommending that the
Planning Commission recommend that the City Council determine this project falls
under the class of Existing Facility and is categorically exempt from further CEQA
Environmental Quality Act (CEQA) review pursuant to Section 15301, as this

co-locatable wireless telecommunications facility, camouflaged as a eucalyptus
tree, that is higher than permitted by Code, on 34.98 acres developed with
Arlington High School, located at 2951 Jackson Street, at the northwest corner of
Jackson Street and Lincoln Avenue, in the R-1-7000 – Single Family Residential
Zone, in Ward 5. The Planning Division of the Community and Economic
Development Department has determined that the proposed project will not have a
significant effect on the environment and is recommending that a Negative

Spectrum Services, on behalf of Verizon Wireless, to consider a Conditional Use
Permit and Variance to permit a 55-foot high wireless telecommunications facility,
camouflaged as a broadleaf tree, that is higher than permitted by Code, on 4.79
acres developed with First Free Methodist Church of Riverside, located at 8223
California Avenue, at the northeast corner of California Avenue and Adams Street,
in the R-1-7000 – Single Family Residential Zone, in Ward 5. The Planning
Division of the Community and Economic Development Department has
determined that the proposed project will not have a significant effect on the
environment and is recommending that a Negative Declaration be adopted.
