CITY OF BLUE SPRINGS, MISSOURI MINUTES OF COUNCIL WORK SESSION SEPTEMBER 29, 2025 A Work Session of the City Cou ncil of the City of Blue Springs, Missou ri, was held on Monday, September 29, 2025, 6:00 p.m . in the Administrative Training Room of the Blue Springs City Hall , 903 W. Main Street with Mayor Chris Lievsay presiding . COUNCILMEMBERS IN Jerry Kaylor Galen Ericson ATTENDANCE Katie Thole n Kent Edmondson Nick Brummel Jeremy Rowan Also present were City Administrator Christine Cates , Assistant City Administrator Dennis Dovel, City Attorney Jennifer Baird, Assistant to the City Administrator George Schmitz, Senior Director of City Development Mike Mallon, Director of Parks and Recreation Justin Stuart, and City Clerk Erin Ford. CALL MEETING TO Mayor Lievsay called the meeting to order at 6:00 p.m. The City Clerk ORDER AND confirmed a quorum of the Council was present. CONFIRMATION OF QUORUM CHAPTER 100 BONDS Attorney Sarah Granath of Gilmore & Bell presented information regarding Chapter 100 Bonds and addressed questions from Council. PARKS AND Director of Parks and Recreation Justin Stuart presented an overview RECREATION OPEN of th e Parks, Recreation and Open Space Master Plan and addressed SPACE MASTER PLAN questions from Council. SHORT-TERM RENTALS Senior Director of City Development Mike Mallon presented information regarding potential regulations for short-term rentals in the City.
