Eric is inquiring about where we stand on the school house and gave an update. We are all still looking good and asking if extension is still ok with the Board. Moving forward with cleaning up. Also, have some ideas of what to do with the property. My question is will we have to get approval before we start to do something else? No one is willing to look at it b/c it has a judgement against it...TC speaks up and states that we have a settlement agreement that was signed that we only file it with the court if you don't clean up the property as agreed. There is nothing in our zoning rules that you cant start working on another property before the first steps can be done. You can absolutely start working on something else. Lonnie- if you are gonna do something, Robbins is already a junk yard, I know you got cars, I will be speaking up about that. Mr. Williams said we have a handful of things we want and thank you we understand. Lynn Williams - speak about the old school. So we can't plant old shrubs inside the fence to hide the cars??? Lonnie- shrubs are not gonna hide a junkyard...(joke-laughter) V. OLD BUSINESS OLD BUSINESS Follow ups from Clint Mack and Cameron Dockery CD- Page 5 Line Item 550-26 budget was $1000 and we increased it, this is my question does the Town earn any money off Farmers Day directly? Mack: Directly -No we support it and promote it, its more of a tourism event. Most of it is handled by Fire Association. Its just our investment into the event. So we are moving it to Harvest Fest. And 420-26 what is advertising? what is that? Mack- Job requirements and advertisements are high so that is why we have to move it. There are interdepartmental expenditures that are large and mostly in chemical prices. You will see more of these. Chemical prices are on the rise. And its not coming down. In talking about the future, sewer is a losing business. We need about 300 more customers to being profitable. Trash Can Ordinance by CDockery- One can has been left out on the road and citizen Priest stated "that nothing had changed." Mack stated that they will be getting a dumpster but it had to be constructed b/c they were out of that side. We told the property owner that it had to go in there or we would give them citations. Cdockery-so sometime this month they should see a dumpster. Mack- I did talk to Republic about the commercial side, the cans do need to be near the curb so their truck can get to it. But where they are during the day that is on us. We poked around b/c no one liked the idea b/c they would have to go in to the Fidelity Parking lot or on Horner St. That is a commissioner decision. I can initiate it, but if you get complaints we are trying to move it off the sidewalks. Cdockery- Are you ok with talking to the business owners and revisit next week? IX. NEW BUSINESS A. Board of Commissioners Budget Session Timeline Dates Board of Commissioners Budget Session Timeline Dates Discussion? Mack: Its fluid can be changed. I have met with Chiefs to start planning. This year for the future of water and sewer my guidance to them is efficiency and sustainability. It needs to be an operating cost and putting away for the future. The first meeting will be Feb 23rd. Budget needs to be in by May 1st. Stewart: On our water rates don't we have to apply to the State. Mack: Technically they cant tell you no, if you go against their guidance. They do rate studys, it can control grant funding. TC what you may be thinking about is utitlities like Duke Energy are regulated by the Energy Commission and if they want to raise rates they have to get permission from the Commission but Local Governments do not. But their are other affects. Brandon- first budget session is from 12-4 and evening board meetings are better for me. Mack-encourage Budget Retreat, offsite, but no other discussion on budget. C. Agreement between Town of Robbins and Wooten Company for Water System Improvements Agreement between Town of Robbins and Wooten Company for Water System Improvements This is a spring contract, this is the Resolution for the Engineering firm. This grant is helpful to us. TC has also looked over and reviewed this as our Town Attorney. Any discussion, Mayor asked to explain the project. TC stated that it is spelled out in the resolution. Brandon Phillips asked to be recused b/c he doesnt feel comfortable voting since he hasnt read it. Motion made by Mayor Pro Tem Bradshaw. January 2023 Report January 2023 Report Auditor-sending emails weekly TTHM- Collaboration-the headworks is running a 2 in hydrant line and a faulty valve even when its off its still using water. We reported to JS Haren a month ago. There may be some liability. There will be a meter on that line instead of running thru Bulk water. Eric from Wooten is on it and Envirodine. Rate stabilization is important also. Kevin still pushing to have meeting with county. Meeting on 17th and 18th looking at the needs of the county. Locally Mayor mentioned to Chairman Picerno and said we  have a valuabhle asset and Robbins has what we need. We want to see what works better for all of us. He is gonna get with commissioners and schedule something. Mack- lets look call a session and work thru the technical numbers. There is a lot of questions out in the open. Dockery- Mr. Picerno has us on his radar water/sewer. Mrs Purvis a very respected community leader, she has gotten promoted to be a deputy of logistics and Joe Patterson will be the Principal of North Moore High School. Half of our employees are North Moore Graduates- we are investing in our mustangs. Miguel Lopez is now a Fireman at our Robbins Fire Dept. Got scholarships for Fire Science and he is working for us. Drone footage of Holmes Fire from Christmas Eve. Been involved a lot in operations with lots of different parts, but with 17 different stations coming together running so smooth was amazing. Duke Power had come out prior to and did not finish installing lights. Bradshaw stated to go back to Duke Power and see if they could finish. XI. COMMISSIONER'S COMMENTS COMMISSIONER'S COMMENTS Phillips: Fire Dept Appreciation did a very good job and Monday was Law Enforcement Day, I am a little biased in that area. Britt: Barriers on Plank Road (Chief said that the wind blew them back up-waiting on DOT to get) Appreciate all the Fire Dept and got a lot of phone calls that day..thank you Bradshaw: So happy to hear all the other agencies running to our aid and I have worked with depts for years and they were all happy to help even tho it was Christmas Eve. I wanna give an update as Cam and I met with McInnis and Jackson and other towns and one of the big qustions was our Tier system, there was a sub-tier system passed in the House last year. It has been concluded to make some changes. That would come back up this year. Increasing the funding for the Powell Bill alot had the same questions, housing, taxation and all seem to be on the same page thru out the county. Lonnie: none Dockery: At the meeting Picerno said the county wide need was Water and McInnis mentioned that in the next 10 years 100,000 people will move to Moore County. Cam also mentioned that we need sidewalk improvements and WIFI for Robbins due to people working from home here. ITs a real handicap. Mcinnis said they improved and released the money. XII.
