APPOINTMENTS REVIEW COMMITTEE of the Rochester City Council Tuesday, December 23, 2025 Council Chambers – Conference Room 6:00 PM Minutes Call to Order Councilor Walker called the meeting to order at 6:00 PM. All members were present. Review and Discussion of Applications and Current Membership The Committee discussed the pending applications and the current board memberships. New Appointments Landon Blackey NEW APPOINTMENT Parking Commission Regular Member Seat A – Term to Expire 1/2/2028 The Committee reviewed the Statement of Interest. Councilor Horne MOVED to recommend Landon Blackey. Councilor Creteau seconded the motion. The MOTION CARRIED by a unanimous voice vote. Re-Appointments Gerard Rainville RE-APPOINTMENT Trustees of the Trust Fund Regular Member Seat E – Term to Expire 1/2/2029  The Committee reviewed the Statement of Interest. Councilor Karolian MOVED to recommend Gerard Rainville. Councilor Richardson seconded the motion. The MOTION CARRIED by a unanimous voice vote. Thomas Bowden RE-APPOINTMENT Economic Development Commission Regular Member Seat B – Term to Expire 1/2/2029 The Committee reviewed the Statement of Interest. Councilor Karolian MOVED to recommend Thomas Bowden. Councilor Horne seconded the motion. The MOTION CARRIED by a unanimous voice vote. David Camire RE-APPOINTMENT Recreation & Arena Commission Regular Member Seat B – Term to Expire 1/2/2029 (Previously serving as the School Board’s appointee to the Commission) The Committee reviewed the Statement of Interest. Councilor Horne MOVED to recommend David Camire. Councilor Richardson seconded the motion. The MOTION CARRIED by a unanimous voice vote. Susan “Candy” Bailey RE-APPOINTMENT Library Trustee Regular Member Ward 3 – Term to Expire 1/2/2029 The Committee reviewed the Statement of Interest. Councilor Creteau MOVED to recommend Susan Bailey. Councilor Karolian seconded the motion.
