MINUTES
1. Call to Order
Mayor McCarley called the meeting to order at 7:15 PM. The City
Council had a non-meeting at 6:30 PM and adjourned at 7:14 PM. Marcia
Roddy, Deputy City Clerk, took a roll call. All Councilors were present, with
the exception of Councilor Bogan, who had been excused.
2. Public Input
human, resident, spoke on the issue of homelessness in Rochester.
He said there is a proposed ordinance prohibiting people from camping on
city-owned property or sleeping in their cars. He pointed out that, in
particular, homeless veterans do not have many options in finding a place to
live.
Dennis Winship, a homeless disabled veteran, gave his opinion on the
lack of options for homeless veterans in Rochester, citing his own personal

experience.
Mayor McCarley closed public input at 7:24 PM.
3. Communications from the City Manager
There was no discussion
4. Communications from the Mayor
Mayor McCarley said that there would be a presentation of "First
Impressions of Rochester" at the Frisbie Memorial Hospital Conference
Center on Wednesday, October 26, 2016, from 6:00 to 8:00 PM.
Mayor McCarley announced that the Public Works Committee would be
meeting on October 20, 2016, at 6:00 PM.
5. Department Reports
Councilor Varney questioned the Economic Development Department's
report on RFP draft language regarding the Wayfinding project.
Councilor Varney asked for clarification on the Block Grant reimbursement
to be taken from the Economic Development Office's consultation budget.
Councilor Varney recently learned of an application for a used car
dealership on North Main Street near the downtown area. He said this is a bad
idea and should be stopped from going forward. Mayor McCarley said the
application will go before the Zoning Board of Adjustment before any further
action is taken.
6. Other
Councilor Lachapelle said that there will not be a Codes and Ordinances
Committee meeting in November. The next meeting will be on December 1,
2016, at 6:00 PM.
7. Non-Public Meeting
Councilor Lauterborn MOVED to enter Non-Public Session under RSA 91-
A:3, II (d) (Land) at 7:29 PM. Councilor Lachapelle seconded the motion. The
MOTION CARRIED by unanimous voice vote. Councilors Varney, Hamann,
Abbott, Gates, Gray, Willis, Torr, Keans, Lauterborn, Lachapelle, Barnett, and

Mayor McCarley all voted yes.
Councilor Lauterborn MOVED to exit Non-Public Session at 8:44 PM.
Councilor Lachapelle seconded the motion. The MOTION CARRIED by
unanimous voice vote.
Councilor Lauterborn MOVED to seal the minutes because it was
determined that divulgence of this information likely would render a proposed
action ineffective. Councilor Lachapelle seconded the motion. The MOTION
CARRIED by unanimous voice vote. Councilors Varney, Barnett, Keans,
Lauterborn, Hamann, Lachapelle, Abbott, Willis, Gates, Torr, Gray, and Mayor
McCarley all voted yes.
8. Adjournment
Councilor Lachapelle MOVED to ADJOURN the meeting at 8:44 PM.
Councilor Gates seconded the motion. The MOTION CARRIED by a
unanimous voice vote.
