Adjournment 1 2 Resolution Authorizing A Bank Loan in the amount of $7,350,000.00 in Connection With the Water-Sewer Fund Deficit and Borrowing Authority Pursuant to RSA 33:9 BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF ROCHESTER, AS FOLLOWS: That a bank loan in the sum of Seven Million Three Hundred Fifty Thousand Dollars ($7,350,000.00) be, and hereby is, approved to repay the General Fund for the Water-Sewer Funds deficits. The entirety of this amount shall be derived from the proceeds of a bank loan. Further, in accordance with the provisions of RSA 33:9 and in conjunction with this approval the City Treasurer, with the approval of the City Manager, be, and hereby are authorized to borrow the sum of Seven Million Three Hundred Fifty Thousand Dollars ($7,350,000.00) through the a bank loan or through other legal forms, such borrowing to be on such terms and conditions as the said Treasurer and City Manager may deem to be in the best interest of the City of Rochester. Such borrowing is authorized and subject to compliance with the provisions of RSA 33:9 and Section 45 of the Rochester City Charter to the extent required, necessary, and/or appropriate. To the extent not otherwise provided for in this Resolution, the Finance Director is hereby authorized to establish and/or designate such accounts and or account numbers as are necessary to implement the transactions contemplated in this Resolution and to establish special revenue, non- lapsing, multi-year fund accounts(s) as necessary to which said sums shall be recorded. 3 CITY OF ROCHESTER, NEW HAMPSHIRE OFFICE OF THE MAYOR 31 Wakefield Street, Rochester, NH 03867 www.RochesterNH.gov Mayoral Proclamation Apraxia Awareness Day Whereas, May 14, 2026, marks Apraxia Awareness Day, during which awareness will be raised throughout Rochester about childhood apraxia of speech, an extremely challenging speech disorder that affects 1-in-1,000 children with 1/3 having a genetic causal basis. Whereas, childhood apraxia of speech (CAS) causes children to have significant difficulty learning to speak and is among the most severe speech deficits in children; and, Whereas as the act of learning to speak comes effortlessly to most children, those with apraxia require early, appropriate, and intensive speech therapy, often for many years to learn to speak; and Whereas, without appropriate speech therapy intervention, children with apraxia will have diminished communication skills, but are also placed at high risk for secondary impacts in reading, writing, spelling, and other school- related skills; and Whereas that such primary and secondary impacts diminish future independence and employment opportunities and challenge the ability to become productive, contributing citizens if not resolved or improved; and Whereas, public awareness about childhood apraxia of speech is essential for families of children with this neurological disorder and the professionals who support them to achieve the needed services for those learning to use their own voice. Whereas, our highest respect goes to these children, as well as their families, for their effort, determination, and resilience in the face of such obstacles. Now, Therefore, I Chuck Grassie, Mayor of the City of Rochester do hereby proclaim that May 14, 2026, is “Apraxia Awareness Day” and citizens of Rochester and surrounding areas are encouraged to work within their communities to increase awareness and understanding of childhood apraxia of speech.
